HomeMy WebLinkAbout1970-10-06 Joint Meeting t� , � � ,� Reel 13, Side 2 Start 867 STATE OF TEXAS � COUNTY OF TARRANT � CITY OF GRAPEVINE � On the 6th day of October, 1970 at 7:30 P.M. the City Council and the Planning and Zoning Commission of the City of Grapevine, Texas met in a joint meeting in the City Hall with the follow- ' i ing members present: City Council Willis Pirkle Mayor Tommy Eidson ) Doil Dalton ) Councilmen Lee Thompson ) Phil Parker ) Councilman Harwell was absent. Planning and Zoning Commission Harlen Joyce Joe Kennedy Ted Ware Fenton Al1ey J. L. Woods Jerry Jordan Floy Ezell, City Manager Jim Hancock, Ass ' t. City Mgr. Don Wilson, City Sec. Bill Tate, City Attorney May.or Pirkle called the meeting to order and Councilman Thompson gave the invocation. The purpose of the joint meeting was for public he� ing on Zone Change Application Z 7Q-30 and Dan Wilson parking of ' Mobile Home. Rpplication Z 70-30 was considered. Leonard E. Hall, Sr. requesting "C-2" Community Business on his property, 1.010 ' acres of Tract 6A1, Cox Survey, Abst. 352. No one was present in opposition to the rezoning. , Dan Wilson, requesting permit to park mobile home temporarily on Southwestern & St . Louis Railroad property. No one was present in opposition to the rezoning. ' Public Hearing was declared closed and persons were informed that the Planning and Zoning Commission will make their re- : commendations to the City Council. The City Council continued to meet for the regular cauncil � meeting of this date with the following members present : Willis Pirkle Mayor Doil Dalton Phil Parker Lee Thompson Councilmen Tommy Eidson Councilman Harwell was absent . � RI � 5l � # i S The minutes of the previous meeting of September 22, 1970 � were read and approved. Carey Lavender and Charles Green were present on discussion � of refuse rates. Discussion was given on applying commercial � � rates to apartments for refuse pickup. Councilman Eidson made a motion to accept this recommendation. Motion seconded � � by Councilman Dalton. Motion prevailed by the following vote: '; Ayes: Councilmen Parker, Eidson, Dalton and Thompson. g � Noes : None � � ,� Mr. Garnett Keithley of the General Telephone Company was � present for discussion of telephone service. Mr. Keithley � stated the company was behind schedule and the metro system � s date of completion had been changed from June 1971 until � � August 15 , 1971 . " Mr. George B. Duke, Jr. of Davis-Cole and Associates, Inc. , Architects, was present to .discuss a resolution authorizing publication of the intent to enter into a co-operation agree- � ment with the Housing �uthority of the City of Grapevine, Texas . � Councilman Eidson made a motion to accept Resolution 70-12. ; Motion seconded by Councilman Dalton. Motion prevailed by the following vote: Ayes: Councilmen Parker , Eidson, Dalton and Thompson. Noes: None � RESOLUTION 70-12 �� RESOLUTION AUTHORIZING PUBLICATION OF THE INTENT TO ENTER INTO A CO-OPERATION AGREEMENT i�TITH THE HOUSING AUTHORITY OF THE CITY OF GRAPEVINE, TEXAS. The Planning and Zoning Commission recommended to approve Re- zone Application Z 70-27 on which Mel Hobratsch reguested "C-2" Community Business District on his property, 2.776 acres of land out of the T. Mahan Survey, Abst. 1050. Council- man Dalton made a motion to approve the said application and to pass Ordinance70-39 making the change. Motion seconded by Councilman parker. Motion prevailed by the following vote: i. Ayes : Councilman Parker, Eidson, Dalton and Thompson. ' Noes: None ORDINANCE 70-39 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZANING MAP OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF MEL HOBRATSCH TO "C-2" COMMiJNITY BUSINESS DISTRICT AND PROVIDING FOR A SAVINGS CLAUSE. The Planning and Zoning Commission recommended to approve Re- zone Application Z 70-28, which Mel Hobratsch requested "C-2f� Community Business District on his property 3.269 acres of Block L, Oak Knolls Lakeview Addition. Councilman Parker made a motion to approve the said application and to pass Ordinance �� 70-40 making the change. Motion seconded by Councilman Thompson . Motion prevailed by the following vote: Ayes : Councilmen Parker, Eidson, Dalton and Thompson. Noes : None �9 � ORDINANCE 70-40 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND 7ANING MAP OF THE CITY OF GRAPEVINE, TEXAS SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF NIEL HOBRATSCH TO "C-2" COMMLJNITY ' BUSINESS DISTRICT AND PROVIDING FOR A SAVINGS CLAUSE. The Planning and Zoning Commission recommended to approve °� Re-zone Application Z 70-29 which W. N. Rider, Jr. requested " ` ' "C-1" Neighborhood Business District on his property, 2.557 acres of Joel Hallum Survey, �1.bstract 722. Councilman Eidson made a motion to approve said application and to pass Ordi- nance 70-41 making tk�e change. Motion seconded by Council- man Thompson. Motion prevailed by the following vote: Ayes: Councilmen Parker , Eidson, Dalton and Thompson. Noes : None ORDINANCE 70-41 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS SO AS TO CHANGE THE ZANING DISTRICT OF CERTAIN PROPERTY OF W. N. RIDER, JR. TO "C-1" NEIGHBOR- HOOD BUSINESS DISTRICT AND PROVIDING FOR A SAVINGS CLAUSE. Annexation Ordinance 70-35 was read on second reading. Councilman Eidson made a motion to pass said ordinance on second reading. Motion seconded by Councilman Dalton. Motion prevailed by the following vote; ' i Ayes : Councilmen Parker , Eidson, Dalton and Thompson. Noes : None ORDINANCE 70-35 AN ORDINANCE RECEIVING AND ANNEXING TERRITORY ADJACENT AND CONTIGUOUS TO THE CITY OF GRAPEVINE� TEXAS: PRO- VIDING THAT THE AREA DESCRIBED BELOW SHALL BECOA'� A PART OF THE SAID CITY AND THAT THE OWNERS AND INHABI- ' TANTS THEREOF SHALL BE ENTITLED TO ALL THE PRIVILEGES OF OTHER CITIZENS OF SAID CITY AND BOUND BY THE ACTS AND ORDINANCES NOW IN EFFECT AND TO BE HEREAFTER ' ADOPTED: FURTHER PROVIDING FOR AMENDING AND CORRECT- ' ING THE OFFICIAL BOUNDARIES OF SAID CITY HERETOFORE ADOPTED AS AMENDED, CONTAINING A SAVINGS CLAUSE. Zoning Amendment Ordinance 70-36 was read on second reading. Councilman Eidson made a motion to pass said ordinance on second reading. Motion seconded by Councilman Dalton. Noes: None � 29 `? - ; � ; ORDINANCE 70-36 AN ORDINANCE AMENDING THE ZONING ORDINANCE t AND THE ZONING MAP OF THE CITY OF GRAPEVINE, ` TEXAS� SO AS TO CHANGE THE ZANING DISTRICTS OF CERTAIN PROPERTY OF MEL HOBRATSCH TO "R-3t' MLJLTIPLE FAMILY DWELLING DISTRICT AND PROVID- ING FOR A SAVINGS CLAUSE. � ; # Ordinance 70-37 adjusting minimum water tap charges, was read � ' on second reading. Councilman Thompson made a motion to pass ; 3 said ordinance on second reading. Motion seconded by Council- man Dalton. Motion prevailed by the following vote: s �" Ayes : Councilmen Parker, Eidson, Dalton and Thompson. � � }` Noes : None = � ; ORDINANCE 70-37 AN ORDINANCE AMENDING TITLE 7, CHAPTER 3, OF f THE CITY CODE OF THE CITY OF GRAPEVINE, TEXAS MINIMUM WATER TAP CHARGES AND PROVIDING FOR A SAVINGS CLAUSE. Ordinance 70-38 pertaining to minimum water and/or sewer, refuse deposit, was read on second reading. Councilman Eidson made a motion to pass said ordinance on second reading. Motion seconded by Councilman Dalton. Motion prevailed by the following vote: Ayes : Councilmen Parker, Eidson, Dalton and Thompson. "' Noes: None ORDINANCE 70-38 AN ORDINANCE ANIENDING TITLE 7, CHAPTER 3, OF THE CITY CODE OF THE CITY OF GRAPEVINE, TEXAS � MINIMUM WATER AND/OR SEVJER, RERUSE DEPOSIT, AND PROVIDING FOR A SAVINGS CLAUSE. The Planning and Zoning Commission recommended to approve Re- zone Application 70-30, which Leonard E. Hall , Sr . requested "C-2�' Community Business District on his property, 1 .010 acres of Tract 6A1, Cox Survey, Abst. 352. Councilman Parker made a motion to approve said application and to pass Ordinance 70-43 making the change. Motion seconded by Councilman Dalton. Motion prevailed by the following vote: Ayes : Councilmen Parker , Eidson, Dalton and Thompson . Noes : None The Planning and Zoning Commission recommended to approve the request of Dan Wilson for a permit to park a mobile home temporarily on Southwestern & St. Louis Railroad property for a period of one year. Councilman Eidson made a motion to grant said permit for a period of one year. Motion seconded by Councilman Thompson. Councilman Eidson made a motion ta approve said resc,luti.on. Motion seconded by Councilman Daltan . Motion preuailed by the following vate: Ayes; Councilmen Parkez, Eidson, Daltan and Thampson. Noes; None Resolutian 70-13 was presented, a resolution designating location of traffic signs in Bellaire Addition . Councilman Parker made a motion to apprave said r��olution. Motian seconded by Councilman Daltan. Motion prevailed by the following vote: Ayes: Councilmen Parker, Eidson, Dalton and Thompson.
