HomeMy WebLinkAbout1971-03-16 Joint Meeting � � � Reel 16 Side 2 Start 33�, �d 100 STATE QF TEXAS � COUNTY OF TA�iiANT � CITY OF GRAPEVINE � On the sixteenth day of Ma.rch, 1971 at 7:30 P.M. , the City Council and the °~j Planning and Zoning Cormnission of the City of Grapevine met in joint meeting ' with the following members present: City Council Willis Pirkle Ma,yor Doil Dalton ) Lee Thompson ) Al Ha.rwell ) Councilmen Tommy Eidson ) Phil Parker ) Planning and Zoning Commission Jesse Woods Jerry Jordan Ted Ware Harlen Joyce Joe Kennedy Mayor Pirkle called the meeting to order. Councilman Parker gave the invoca- tion. The purpose of the joint meeting was for Public Hearing on Zone Cha.nge Application Z 71-7 and Z 71-g. Mr. Fred Joyce presented case Z 71--'7 on which W. J. Wh.iddon, Fisher Y. Wallace and Leroy Boaz requested I-2 Zoning on Tracts 3, 3C and 3E out of the J. R. Doss Survey, Abstract #LH1,,0. Letters were read from neighboring property owners who were in favor of the zoning change. Other persons present spoke in favor of the request. While no one present "'1 voiced any objection to the rezoning, some members of the City Council felt that the property included in this request would be rezoned Industrial or Commercial along with the surrounding area in the block zoning proposals. Mr. Joyce agreed for the Zoning Board to recommend to the Council that this request be held in abeyance for the time being. Zone Ch.ange Application Z71-g on which M. 0. Spain requested "C-1" Zoning on his property in the Lucas Addition, being Lot 2, Block 2, Ha,rlen Joyce ex- plained to the council the reasons for Mr. Spain's request fbr this applica- tion. Al1 persons present were given an opportunity to speak in their in- terest of this request. No one present voiced any objection to this re- zoning request. The Mayor declared the hearing closed and instructed the Planning and Zoning Commission to report to the Council on the next regular , meeting date. Mr. Frank Medanich was present and discussed with the City Council the pro- posal to sell �125,000.00 in Water and Sewer Revenue Bonds. Councilman Harwell made a motion to proceed with the sale of the bonds. Councilman Parker seconded the motion. Motion prevailed by the following vote: Ayes: Councilmen Dalton, Thompson, Harwell, Eidson and Pa.rker. City Attorney, Bill Tate reported to the council on a meeting he ,:,� attended regarding legislation on taxation on airport property. Councilman Parker made a motion that the mayor send a letter to our representatives supporting the legislation regarding lease hold taxa- tion on airport property. Councilman Thompson sec�nded the motion. Motion prevailed by the f'ollowing vote: Ayes: Councilmen Parker, Harwell, Thompson, Da.lton and �dso�:� . Noes: None Councilman Harwell made a motion to appoint J. T. Davis, Jr. to the Planning and Zoning Commission to serve out the time of Fenton Alley. Councilman Dalton seconded the motion. Noes: None Councilman Dalton made a motion to pass Resolution R 71-5, a resolution that the City of Grapevine endorse a study of the solid waste problem of Tarrant county. Councilman Thompson seconded the motion. Motion prevailed by the following vote: Ayes: Councilmen Thompson, Dalton, Harwell, Parker and Eidson. Noes: None Councilman Parker made a motion to install a lay down curb along the ! property of Lavender Apartments on East Texas Street. Counci]_man Thompson seconded the motion. Motion prevailed by the following vote: Ayes: Councilmen Parker, Thompson and Eidson. Noes: Councilman Dalton. ' Not Voting: Councilman Harwell. Councilman Dalton made a motion to approve the plot plan on Mr. Dilg's lot in the Reed Addition. Councilman Eidson seconded the motion. Motion prevailed by the following vote: Ayes: Councilmen Parker, Thompson, Eidson, Dalton and HarwelL ' Noes: None The Council agreed to let City Ma.nager Ezell make arrangments to operate the Civic Center on a trial basis for 90 days.
