Ted Ware = Jerry Jordan Joe Kennedy Harlen Joyce � J. T. Davis , Jr. Mayor Pirkle called the meeting to order. Councilman Parker gave the invocation. The purpose of the joint meeting was for public hearing on ; fi Zone Change Application Z71-12 on which C. E. & O. D. Steward ; � ',;� and J. C. Mann, Jr. requested "R-3�� Multiple Family Zoning on ', a tract of land South of Brookhollow Estates and East of Lucas Addition situated in the B. B. Johnson and T. Mahan Survey. Mr. Bill Reed presented case Z 71-12 to the Council and Planning i &Zoning Commission and explained future plans for the construc- ��� tion of apartments on said property. Some residents of Brook- hollow Estates were present and voiced objection to the zoning change for fear of traffic problems in the area and the effect � it would have on property valuation. After everyone was given an opportunity to speak in interest of this zoning change request, Mayor Pirkle declared the hearing closed and ; instructed the Planning & Zoning Commission to make their recommendation to the Council at the next regular meeting. Councilman Harwell made a motion to pass Ordinance 71-15 on first reading. Council- ; man Eidson seconded the motion. Motion prevailed by the � following vote: i Ayes: Councilmen Parker, Harwell, Eidson, Dalton & Thompson. E. Millican' s � property at the Car Wash on W. NW Hwy. Councilman parker ! seconded the motion. Motion prevailed by the following vote: ; � � Ayes; Councilmen Parker, Harwell, Eidson, Dalton & Thompson. I ' Noes: None 'I 1 , I Councilman Harwell made a motion to grant Aubrey Smith a � permit to move his barn onto his property in the west part �, of the City. Councilman Dalton seconded the motion. Motion i prevailed by the following vote: ; !; Ayes: Councilmen Thompson, Dalton, Harwell and Parker. ? { Noes: Councilman Eidson. � Councilman Eidson made a motion to pass Ordinance 71-14 on � recommendation of Planning and Zoning Commission. Councilman ; Thompson seconded the motion. Motion prevailed by the i following vote; 1 Ayes : Councilmen Parker, Harwell, Eidson, Dalton & Thompson. � Noes: None I i I ; '� ; i � � � � ; � ORDINANCE 71-14 ; ; x AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS, F SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF W. J. WHIDDON� FISHER Y. WALLACE AND ; LEROY BOAZ FROM "R-1" RESIDENTIAL ZONING TO "C-2" � COMMUNITY BUSINESS DISTRICT ZONING, AND PROVIDING t � FOR A SAVINGS CLAUSE. r � Councilman Eidson made a motion to wait for Block Zoning on � Application Z 71;9 on wlaiah Alton Corbin requested "R-3't ; � Zoning on his tract of land in B. B. Johnson Survey. Council- ; , man Harwell seconded the motion. Motion prevailed by the following vote: 4 Ayes; Councilmen Thompson, Dalton, Harwell, Parker & Eidson. Noes : None ' Councilman Harwell made a motion to disapprove application � Z 71-10 on which Tarrant Utilities requested "Specific Use ? 4 Permit" Zoning on their tract of land in the E. R. Richardson Survey. Councilman Eidson seconded the motion. Motion pre- vailed by the following vote: ' Ayes ; Councilmen Thompson, Dalton, Harwell, Parker & Eidson. ; a Noes : None � � Councilman Eidson made a motion to pass Ordinance 71-16 which is ; the first section of the Block Zoning as recommended with the ? following exception : The property from East Wall St. along West side of Hwy . 114 Business to SLSW Rail Road to be zoned commercial and the proposed Industrial property from Eckley St . along North side of Rail Road to the Commercial Zoning District to be changed to"R-3" . (See attached map� Council- � _ man parker seconded the motion. Motion prevailed by the � following vote: i Ayes : Councilmen Thompson, Dalton, Harwell, parker & Eidson. Noes: None ' Councilman Harwell made a motion to proceed with the swimming pool project. Councilman Eidson seconded the motion. Noes : None Councilman Eidson made a motion to exercise the City' s option � to buy rest of land on contract on Dove Road. Councilman ? parker seconded the motion .
