CITY OF GRAPEVINE �
On the 20th day of July, 1971 at 7:30 P.M, , the City Council
' of the City of Grapevine, Texas met in a regular meeting at
the City Hall with the following members present;
Tommy Eidson Mayor Pra-Tem
Phil Parker )
Doil Daltan } Councilmen
Al Harwell )
Lee Thompson }
Mayar Pirkle was absent .
Mayor pro-�em Tommy Eidson called the meeting to order and
CouncilmanDalton gave the invacati.on.
Zone Change Ordinance '71-23 autharizing "R-3ft Multiple Family
Zoning on Tract 1 , Abstract 1453, Splane Survey, owned by Joe
Box, was read on second reading. Councilman Dalton made a
motion to pass said ordinance 71-23 an second reading.
Moti.on seconded by Councilrnan parker. Mation prevailed by
' the fo.11owing vote;
Ayes : Councilmen parker, Harwell, Dalton, Thompson & Eidson.
Noes: None
Re-ZOne Applicatian Z '7�-15, an which V�rgil Sanders and
Truznan Berry requested "C-2" Community Business Distxic� and
"R_3tf Multiple Family Dwelling District zoning ox� their
praperties just West o� the Shorecrest Acres Addition wa�
considered. Cauncil action on this applicatian was delayed
at the previous meeting pending further study. Bc�b Murphy,
adjaining property owner preserited a petition ta the Cauncil
, opposing t�ae zone change application. Said petition is on
file iri the City xecords. AlI persons present were given an
opportunity to be heard. Those speaking against the zone
change were; Bob Murphy, ,Toe Cra�,vford, Robert Hobbie and
, Mrs, Virgil Williams . Thase .�or were: Virgil Sandears ,
Truman Berry, Joe Wright, Ann Carlsan and Fred Joyce.
, Coun.cil.man Harwell made a motion to disapprove the said
zone change application. After discussion mation died from
' lack. o� a secos�d. During further discussion an the matter,
question arose as to whether ar not appraval could be given
on one of the tracts _and disapproval on the other. The City
Attorney examined the application and declared it void for �
�he reason;. only one of the applicant� signed the applica-
' tian, and since there were two applicants, infoxmation on
the application did not reveal tl�e owner of each tract. The ;
' Attorney advised that separate applications shou�.d be made.
The construction plans of Joe Wright' s Lake Crest Estates were
reviewed. Councilman parker made a motian ta approve said
plans. Mation seconded by Councilman Thampsan, Matian pre-

vailed by the following vote:
Ayes: Councilrnen Dalton, Thompson, P��icer, Eidson & Harwell.
Noes; Nane

; The selection of an auditor for the annual audit of the City' s
�
� operation for the year October l, 1970 to September 30, 1971
� was considered. Councilman Parker made a motion to appoint
� the firm of Hankins, Powers and Hood for the said audit.
Motion seconded by Councilman Thompson. Motion prevailed by
the following vote:
`� Ayes : Councilmen Harwell, Dalton, Thompson, parker & Eidson.

; Bids received for the construction of a 10" sewer line on
� Dove Road were reviewed. Engineer R. V. Trammell recommended
� that the City accept the low bid of Steed Construction Company
� of Fort Worth. He also made comment that Lloyd Brothers
- Construction Company of Colleyville was the apparent low bidder,
b but that an error was made in the extension of his unit price
� on pavement replacement and since payment is based on unit '
� prices applied to actual quantities of work performed, the
; unit price is the governing amount in considering the bids. s
aCouncilman parker made a motion to award the contract to Steed �
� Construction Company. Motion seconded by Councilman Thompson . �
� Motion prevailed by the following vote:

� Ayes: Councilmen Thompson, Harwell, Dalton, parker & Eidson.
� Noes: None

Said sewer line bids are on record in the City records. �

� A water rate study and recommendation by the City Engineers ,
� Freese, Nichols and Endress were reviewed. No action was taken. ;
