Section II . Sev�xability - If ar�y se�tion, article ,
paraGrapl-� , senter�ce, clause , phrase or cvord ir, this ordinance ,
or appl.ication th2reto to any person or circumstances is he]_d
invali.d or �zriconstitutional by a C�urt of competent jurisdic-
tion such holding shall not affect the validity of tYze remaizzing

Sectic�n ITI . Penalty - �ny pers�n violatinC any of the
provvisions of this ordinance shall be c_ieemed guilty� af a mi.s-
demeanaz and upon conviction the�of �ha7�1 be fined in a sum not
�' to exc�ed two hundr.ed .dollar.s ($20�.00) ar�d a separat� offense
shall be .<ieemed committed upon each day �uring or on which a
violation occurs or continues after the notic� period provided
her�in has expired. Th� Court shal]. order removal and abatement
of the nuisancn.
Section IV. Emergency - The fact that no present ordinai7ces
of the City of Grapevine establishing library fi.r�es and fees at
the Grapevine Public Library exist, creates an urgency and an
emergency arid in t}�e prese.rvation of the public health, safety
and wel.fare requires that this ordi.nance shall take effect
immediately f rom and after its passac�e and the publication of
the capt.ior� as the law and charter in such cases provides .
