AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF GR.APEVINE, TEXAS , AMENDING TITLE 9 ,
CHAPTER 4 OF THE CITY CODE OF THE CITY OF
GRAPEVINE, TEXAS, DECLARING VIOLATIONS OF
SAID CHAPTER BY THE REGISTERED OWNER, OR
� OPERATOR OF SPECIFIED VEHICLES UNLAWFUL;
DECLARING PRIMA FACIE RESPONSIBILITY FOR
THE REGISTERED OWNER; PROVIDING A PENALTY;
DECLARING AN EMERGENCY; PROVIDING SAVINGS
"'�" AND SEVERABILITY CLAUSE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section l. That Title 9, Chapter 4 of the City
Code of the City of Grapevine, be amended by adding Section
9-4-6, Section 9-4-7 and Section 9-4-8, which sections shall
read as follows :
"9-4-6 : VIOLATIONS : It shall be unlawful and in
violation of the provisions of this Chapter for any person
to cause, allow, permit or suffer any vehicle registered in
the name of or operated by such person to be stopped, to
stand or to be parked in the City in violation of any of the
provisions of this Chapter regulating the stopping, standing
and parking of vehicles .
"9-4-7 : OWNER PRIMA FACIE RESPONSIBLE : When any
vehicle is found stopped, left standing or parked in viola-
,� tion of any of the provisions cntained in this Chapter, such
fact shall be prima facie evidence that such vehicle was
� stopped, left standing or parked by the person in whose name
such vehicle is registered and such registered owner shall
be deemed guilty of stopping, allowing to stand or parking
such vehicle in violation of any of the provisions contained
in this Chapter.
"9-4-8 : PENALTY: Any person violating or failing
to comply with the provisions of this Chapter shall be
deemed guilty of a misdemeanor and upon conviction thereof
shall be fined in a sum not to exceed two hundred dollars
($200. 00) , and a separate offense shall be deemed committed
upon each day during or on which a violation occurs or
continues . "
Section 2. EMERGENCY: The fact that the present
ordinances and regulations of the City of Grapevine, Texas ,
are inadequate to properly safeguard the health, safety,
morals , peace and general welfare of the inhabitants of the
City creates an emergency for the immediate preservation of
the public peace, business, property, health, safety and
general welfare of the public which requires that this
Ordinance shall become effective from and after the date of
its passage, as provided by the Charter of the City of
Grapevine, and it is accordingly so ordained.

Section 3 . SEVERABILITY AND SAVINGS CLAUSE :
If any Article, Section, Paragraph, sentence, clause, phrase
or word in this Ordinance, or application hereof to any
person or circumstances , is held invalid by any Court of
Competent Jurisdiction, such holding shall not affect the
validity of the remaining portions of the Ordinance; and,
the City Council hereby declares it would have passed such
remaining portions of the Ordinance despite such invalidity,
which remaining Sections and parts shall remain in fu11
force and effect.

of November , 1978 .
