the City of Grapevine, Texas met in regular meeting in the City �

= Mayor Pirkle called the meeting to order. Councilman Harwell gave �
g the invocation. Minutes of previous meeting of October 5, 1g71 �
� were read and approved. � �

� Mr. Bill Reed, President of the Chamber of Commerce, was present �
� and stated the Chamber was in favor of the observance of Halloween �
� on Saturday, October 30th. Councilman Eidson made a motion to pass �
' Resolution R71-13. Councilman Dalton seconded the motion. Motion �
: prevailed by the following vote: �

$ Attorney Ray Hutcheson was present and explained parts of the �
; General Telephone Company franchise ordinance to the council. �

� Councilman Parker made a motion to pass Ordinance 71-31 on second ��
readin Councilman Eidson seconded the motion. Motion �"

= AN ORDINANCE AMENDING THE ZONING ORDINANCE �`
AND THE ZONING MAP OF THE CITY OF GRAPEVINE, �
TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS �
OF CERTAIN PROPERTY OF JULIA B. WILLIAMSON �
ESTATE FROM "R-1" RESIDENTIAL ZONING TO 4
"C-2'� COMNNNITY BUSINESS DISTRICT ZONING, �
AND PROVIDING FOR A SAVINGS CLAUSE. �

Mr. Bob Webb, Manager of the Mid-Cities Checker Cab Company was �-
present and made a request for a taxi-cab franchise in the City �
of Grapevine. �
Councilman Thompson made a motion to table the request until a �
study could be made as to the need for another franchise. Council- �.
man Harwell seconded the motion. Motion prevailed by the following
vote: ;

Don Gerschick, representing the Regional Cab Company stated his g;
company would start operating a cab in Grapevine if it was determined ;
there was a need for one. �

Mr. Herbert Martin of Trailwood Mobile Home Park spoke to
the Council in regards to his water billing at the mobile
home park. Mr. Martin felt that he wasn't getting a fair
deal.
Councilman Eidson made a motion to table any decision on
the matter for the time being. Councilman Thompson seconded
the motion. Motion prevailed by the following vote:
� Ayes: Councilmen Dalton, Thompson, Harwell, Parker and Eidson.
Noes: None
Councilman Eidson made a motion to pass Ordinance 71-32 on
first reading. Councilman Parker seconded the motion.
Motion prevailed by the following vote:
Ayes: Councilmen Dalton, Thompson, Harwell, Parker and Eidson.
Noes: None
ORDINANCE 71-32
AN ORDINANCE PROVIDING FOR THE VACATION, REMOVAL,
REPAIR OR DEMOLITION OF ANY BUILDING OR STRUCTURE
WHICH IS OR THREATENS TO BECOME A PUBLIC NUISANCE,
DANGEROUS TO THE HEALTH, MORALS, SAFETY OR GENERAL
WELFARE OF THE PEOPLE OF THE CITY OF GRAPEVINE OR
WHICH IS OR LIKELY TO BECOME A FIRE HAZARD, AND
FOR THE ASSESSMENT OF THE COST OF VACATION, RE-
MOVAL, REPAIR OR DEMOLITION AS A MUNICIPAL LIEN
AGAINST THE PREMISES; AND THE ENFORCEMENT OF
� SUCH LIEN IN A COURT OF LAW; PROVIDING FOR AN
.ADMINISTR.ATIVE APPEAL; PROVIDING A SAVINGS
CLAUSE; PROVIDING A PENALTY; AND DECLARING AN
EMERGENCY.
Councilman Eidson made a motion to appoint Joe Kennedy to
the Library Board. Councilman Dalton seconded the motion.
Motion prevailed by the following vote:
Ayes: Councilmen Dalton, Thompson, Harwell, Parker and Eidson.
Noes: None
Councilman Eidson made a motion to finalize negotiations for
' Dan McKee' s wat�r systems in the City of Grapevine. Council-
man Harwell secon.ded the motion. Motion prevailed by the
' following vote:
' Ayes: Councilmen Dalton, Thompson, Harwell, Parker and Eidson.
' Noes: None
