On the 23rd day of December, 1971 at 7:30 P.NT. , the City Council �
o� the City of Grapevine, Texas met in a special called meeting �
with the following members present: '

Councilman Thompson was absent.
T�Iayor Pirkle called the meeting to order. Councilman Eidson gave
the invocation.
The minutes of the previous meeting of December 7, 1971 w� e read
� and approved.

� �ln Ordinan.ce by the City Council of the City of Grapevine, Texas
authorizing the issuance of Certificates of Obligation for the
construction of a swimming pool, and declaring an emergency was
introduced. Thereupon it was moved by Councilman Eidson and
seconded by Councilman Dalton that said ordinance be taken up and
declared to be an considered as an emergency measure. The Mayor
put the motion to a vote of the members of the City Council and
the motion carried unanimously. The Mayor then declared the
Ordinance to be an emergency.

It was then moved by Councilman�alton and seconded by Councilman
Eidson that the Ordinance be passed and adopted on. first reading.
The Mayor put the motion to a vote of the members of the City
Council and the Ordinance was passed and adopted by the following
vote:
Ayes: Councilmen Dalton, Eidson, Harwell and Parker.
Noes: None
Councilman Parker made a motion to accept the proposals of Sikes
Construction Co. , subject to the architects further study and re-
commendations at the January 4, 1972 council meeting. Councilman
Harwell seconded the motion. Nlotion prevailed by the following
vote:
Ayes: Councilmen Dalton, Eidson, Harwell and Parker.
Noes : None
Councilman Dalton made a motion to pass Ordinance 71-38 on sPCOnd
reading. Councilman Parker seconded the motion. Motion prevailed
by the following vote :
Ayes: Counci]m en Dalton, E�dson, Harwell and Parker.
Noes: None
ORDINANCE 71-38 $
AT�l ORDINANCE PROVIDING FOR THE NUMBERING
OF ALL HOUSES, ESTABLISHING A BASE LINE
AND PROCEDURE OF NUN�ERING, RESPONSIBILITY
OF OWNER, SI7.E OF NUMBERS: PROVIDING A
SAVINGS CLAUSE.
Gouncilman Parker made a motion to pass Ordinance 71-4(J on
second reading. Councilman Dalton seconded the motion. Motion
prevailed by the following vote:
Ayes: Councilmen Daltan, Eids�n, Harwell and Parker.
Noes: None
ORDINANCE 71-40
AN ORDIN,ANCE ,RECEIVING AND ANNEXING TERRITC�RY
- , ADJACFNT AND CONTIGUOUS TO THE CITY OF GRAPEVINE,
TEXAS: PROVIDING THAT THE AREA DESCRIBED BELOW,
. SHALL BECOME A PART OF THE SAID CITY AND THAT
THE 4W��ERS A.ND THE IT�3�1,BS.�ANTS THEREOF SHALL BE
ENTITLED TO ALL THE PRIV�LEGES QF OTHER CITTZENS
OF SAID CITY AND BOUND BY' THE ACTS AND 4RDTNANCES
NOW IN EFFECT AND TO BE HEREAFTER ADOPTED: FURTHER
PROVIDING FOR AM�NDTIVG AND COR.RECTING THE OFFICIAL
B{}UNDARIES OF SAID CITY HERETOF�RE ADOPTED AS
AMENDED: AND CQNTATNING A SAVINGS CLAUSE.
Cauncilman Eidson made a motion to appoint Frances Halstead to
the Library Board. Gouncilman Harwell �ecanded the motion.
Motian prevailed by �he foll.owing vote:
Ayes: Cauncilmen Dalton, E�.dson, Harwell and Parker.
Noes: Nane
Councilman Harwel.l made a motion to pass Resolution R71-16, a
Resolution Waiving Territori.al Juri�dictional Rights ta the Ci�y
af Sauthlake on land adjacent to Grapevine Lake. Councilman
Dalton s�conded the motion. l�Iotian prevailed by the following
vote:
Ayes: Councilmen Da�,ton, Ei.dson, Harwell and Farker.
Noes: Nane
Councilman Parker made a motion to table the question of
aban.donment af street along property formerly owned by the school
until further study was made. Cauncilman Dalton seconded the
motion. Motion prevailed by the following vote.
' Ayes: Cauncilmen Dalton, Eidson, Harwell and Parker.
Noes: None
