AN ORDINANCE DIRECTING PUBLfCATiON OF NOTICE
TO BIDDERS FOR THE CtTY OF GRAPEVINE, AND
�` DECLARING AN EMERGENCY

WHEREAS, the Ciiy Council finds that a permanent public improvement and
public work, to-wit: the renovation and completion of a building presenfily
owned by the City for use by fihe Police Deparfinent, the librory and as d community
room, is urgently needed by the City of Grapevine and that it is necessary fio
advertise for bids.
THEREFORE, BE IT ORDAINED BY THE CIN COUNCIL OF THE CtTY
OF GRAPEVINE, TEXAS:
1, That attached hereto and marked "Exhibit A" is o form of the "Notice
to Bidders," the form and substonce of which are hereby adopted and approved.
� 2. That the Cifiy Secretary shall cause said Notice to Bidders to be
published in subsfiantially the form attached hereto, in a newspaper of generat
circulation published in the City of Grapevine, Texas, once a week for each
� of two consecutive weeks, the date of the first publication thereof to be at
least fourteen (14) days prior to the time set for receiving bids as shown in said
Nofiice to Bidders.
3, 1'he City Council does hereby find that this Ordincnce and the nature
of the project in quesfiion relate to the immediate preservation of the public peace,
healfih and public welfare pursuant to Secfiion 3.11 of the City Charter and the
requirement of reading an ordinance on two (2) of severa) days is hereby dispensed
with in accordance wifih this finding, and thafi the meeting afi which this ordinance
was passed was open to the public, and pubtic notice of the time, place, and
purpose of said meeting was given as required by Article 6252-17, V.T.C.S.,
as amended.

EXHIBIT "A"
NOTICE TO BIDDERS
(Advertisement)
Sealed proposals, in duplicate, addressed to the City of Grapevine, Texos for
the consfiruction of the Gropevine Police and Library Facilityt 707 West Dallas
Drive, Grapevine, Texas, in accordance with the Drawings and Specifications
prepared by the Architects, Hatfield - Holcomb, Inc. and as adopted by the
City of Grapevine, will be received until December 5, 1977
at 2 PM at the Office of the City Man6ger, City Hall, City of Grapevine, Texas.
Each proposal sha11 be clarly marked on fihe outside of the sealed enve(ope as
"Proposa) - Grapevine Police and Library Facilifiy.°
All proposals received after the 2:00 PM closing time will be returned unopened,
DRAWINGS AND SPECIFICATIONS along with instructions fio bidders and proposal
forms, may e examined wit out c arge at the office of the Architect, Hatfield-
Halcomb, Inc., 810 Cari Ilon Tower West, 13601 Preston Road, Dallas, Texas, or
the City Manager's Office, City of Grapevine, Texas. Two (2) complete sets of
w drowings and specifications may be procured from the Architect upon the deposit
of separote checks of $50.00 per set as guarantee for the safe retum of the
Bid Documents in good condition. No refunds will be made for Bidding Documents
P�� retumed later than five (5) days after the bids are received.
Addifiional complete sets of documents may be obtained by Bidders, suppliers and
sub-controctors upon deposit in the amount of $50.00 (refundable) per set made
payable to Hafifield - Halcomb, Inc. Partial sefis of drawings and specificafiions
will not be available,
Each bid must be accompanied by a cashier's check or acceptable Bidder's Bond
payabte without recourse to the City of Grapevine, Texas in an amo�nt of not less
than five percenfi (5°l0) of the total bid plus alternafies as submifited, Bids received
without bid bond or cashier's check will not be considered,
The successfu) bidder will be paid his contract price, in whole or in part, in
Certificates of Obligation issued by the City. The City Council has made provisions
for the successful bidder to sell and assign such Certificates of Obligation upon
receipt from the City, to First Southwest Company, Dallas, Texas
and to receive ira:cash fihe par vatue t ereof.
' Eoch bidder is required in his bid form to elecfi whether he will` accept such
Cerfiificates of Obligation in paymenfi of a(I or a part of the contract price, or
assign such Certificates of Obligation in accordance with the arrangemenfis
specified herein.

The City will make installment deliveries of the Certificates of Obligafiion
every thirty (30) days based upon the work actually performed to that dafie
�`� under the confract less any amounts for retainage.
� � The successfu) bidder must furnish an acceptable Performance and Paymenf Bond
from an approved Surety Company in accordance with Article 5160, Vernon's
Annotated Texas Civil Statutes.
The City of Grcpevine, Texns reserves the right fio reject any or all bids and fio
waive defects in bids.
No bidder may withdraw his bid within�30 days after the actual date of the
opening thereof.
Not less than a general prevailing rate of per hour wages for work of a similar
charocter in the locality and Cify of Grapevine, Texas, and not less than the
generol prevailing wages of per hour wages for legal holiday and overtime work
shall be paid to all laborers, workmen, and mechanics employed on fihe construction
of the project, which the Cifiy Council of Gropevine, Texas, has ascertained and
here find to be as shown on fihe aftachment labeled Exhibit "B,"
