HomeMy WebLinkAboutItem 08 - Night Vision EquipmentMEMOTO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: DECEMBER 15, 2020 SUBJECT: APPROVAL FOR THE PURCHASE OF NIGHT VISION KITS AND HELMET MOUNTS FOR THE POLICE DEPARTMENT RECOMMENDATION: City Council to consider approval for the purchase of night vision kits and helmet mounts from Night Vision Devices for the Police Department and an ordinance appropriating funds. FUNDING SOURCE: Funds are available in Grant Fund 113 for an estimated amount of $50,852. BACKGROUND: NETCAST had been awarded a grant for SWAT Equipment, specifically night vision systems. NETCAST is the regional SWAT team, of which the Police Department is a member. This grant was approved from the Office of the Governor under the Homeland Security Grant Program. The grant is to support local efforts to prevent terrorism and other catastrophic events and to prepare the nation for threats and hazards that pose the greatest risk. The devices will provide SWAT members the ability to see in low light situations, increasing their safety and operational abilities. This purchase will be for 17 night vision kits and 11 helmet mounts. This purchase will be made in accordance with an existing interlocal agreement with The North Texas Share Program as allowed by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791. Bids were taken by the Cooperative and a contract was awarded to Night Vision Devices. The Police and Purchasing staff reviewed the contract for departmental specification compliance and pricing and determined that the contract would best meet the needs of the City. Staff recommends approval. CG/LW ORDINANCE NO. 2020-059 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS; APPROPRIATING REVENUE RECEIVED AS A GRANT FOR $50,852 IN THE GRANT FUND 113 AND APPROPRIATING $50,852 IN THE GRANT FUND 113 FOR NIGHT VISION KITS AND HELMET MOUNTS FOR THE POLICE DEPARTMENT; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to receive Grant Funds for the purpose of purchasing night vision kits and helmet mounts for the Police Department; and WHEREAS, funding for the night vision kits and helmet mounts are available in the Grant Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this Resolution have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated herein above are true and correct and are incorporated herein by reference, as if copied in their entirety. Section 2. That the City Council hereby appropriates the funding. Section 3. That the City Council hereby authorizes an amount of $50,852 to be appropriated. Section 4. That this ordinance shall take effect immediately upon passage by the City Council of the City of Grapevine, Texas.
