PROVIDING A P�NAL�IY; AND DECLARING AN EMEfZGENCY.
BE IT (�RDAINED QY THE CITY COUNCIL OF THE CIIY OF GRAPEVINE,

Section 1 . It sha11 be unlawful for any �aei'son, firm, parfiriership or corporation
in a business �sfiablishment open to persons und�r 17 years of age to display
a baok, �amphlet, nevtits�ap�r or ma�c�zine the c�ver of which depicfis:
(1) h�man sexual intercourse, masi�urbation or sodomy or
(2� fond{irig or �fher erotic tauching of hurnan genitals, pubic
r�egian, buttacks, or fe►1»le bre�asfs; or
(3) less than co�npletely r�nd c���aquely covered i-he human �enitals,
�auttocks, ur t�hat porfion of fhe 6rc.xsst below tE7e top �f the arc�ola;
or
(4) h�srr���n iz��le g�r�itals in a cliscerr�bly turgid st�te, vrhether
�:c�v�red ar uncovered
9n a m�nner calculated to arouse sexucal lusf or passic�n for co���mercial yain
ar to exploit s�xual lust or perv�rsion for c{�mmercial gain.

Section 2. Penalties. Any �::�:'��'���n v�cl�•t'��y uny �i� th� f�rovisions of �his
