Councilwoman � � Conine seconded the motion. Ayes; Tate� Dalton� Eid son� Pittard� Conine� Parker f � Noes: None � � � � � � The City Manager reported that bids had been received on the � Northwest sewer facilities� but the city engineers were unable i ; to tabulate them. He stated that the bids appeared to be � � within the estimates� and that the Environmental Protection � � Agency is to ccaztact the city within a few days concerning a � "s � grant. • � Councilman Parker moved to table any consideration on the Northwest sewer facilities. Councilwoman Conine seconded � i the motion. The motion prevailed by the following vote: � ' Ayes: Tate� Dalton� Ei.d son� Pittard� Conine� Parker = ` Noes: None � i � � The City Manager reported that the city presently had , approximately ($43�000.00) in federal revenue sharing � funds� and explained that federal regulations required � that the amount of funds and the purpose for which they � are to be used� must be published in a local newspaper � prior to the obligation of such funds. He stated that the � ! city could fund the E. Northwest Highway and E. Wall sewer � � facilities with the federal revenue sharing funds available. � � 3 3 i � S 4 � � I �- ���� � � Councilman Dalton moved to use the federal revenue sharing �' funds for payment of the E. Northwest Highway and E. Wall � sewer facilities. Councilman Pittard secon ded the motion. s The motion prevailed by the following vote: Ayes; Tate, Dalton, Eidson, Pittard, Conine, Parker Noes: None � The City Manager reported the bid tabulations on the E. Northwest Highway and E. Wall sewer facilities as follows: ' Edarp Corporation----------- $38, 974.50 ; Leonard Hazel Contractor---- 41 ,632.35 Feazell Construction-------- 58,265.00 James Main, Inc. - 60, 920.00 ' The City Manager recommended the Council accept the low bid submitted by Edarp Corporation, P.O. Box 618, Grapevine, Texas, in the amount of ($38,974.50) . He stated that the previous work completed by Edarp Corporation had been satisfactory. He also stated that the work order would be issued after the publication requirement had been ` completed (revenue sharing funds) . � Councilman Eidson moved to accept the City Manager 's recommen dation to award the contract to the Edarp Corporation irr the amount of ($38,974.50) , for the E. Northwest Highway and E. Wall sewer facilities. Councilman Parker seconded the motion. The motion prevailed by the following vote: Ayes: Tate, Dalton, Eidson, Pittard, Conine, Parker Noes: None Ordinance 73-13 was introduced for consideration. General discussion was held. Coun cilman Eidson moved to adopt Ordinance 73-13 on an - emergency basis. Councilman Pittard secon ded the motion. # The motion prevailed by the following vote : Ayes: Tate, Dalton, Eidson, Pittard, Conine, Parker Noes: None ORDINANCE 73-13 AN ORDINANCE REQUIRING THE OWNER OR OCCUPANT OF EVERY BUILDING IACATED ON ANY LOT OR PARCEL OF LAND WITHIN THE CITY OF GRAPEVINE, THE PROPERTY LINE OF VJHICH EXTENDS TO WITHIN ONE HUNDRED FEET (100' ) OF ANY CITY WATER MAIN ADEQUATE TO SERVE THE PROPERTY t TO CAUSE ALL WATER SERVICE TO SAID BUILDING TO BE CONNECTED WITH SAID CITY WATER MAIN; REQUIRING THE OWNER OR OCCUPANT OF EVERY BUILDING IACATED ON ANY LOT OR PARCEL OF LAND WITHIN THE CITY OF GRAPEVINE, THE PROPERTY LINE OF WHICH EXTENDS TO WITHIN ONE HUNDRED FEET (100' ) OF ANY SANITARY SEWER MAIN ADEQUATE TO SERVE THE PROPERTY TO CONSTRUCT A WATER CL0.SET � AND QONNECT THE SAME TO THE SANITARY SEWER MAIN OF THE CITY; i PROHIBITING THE CITY ADMINISTRATION FROM ALIAWING ANY PARTY , TO CONNECT WITH EITHER WATER OR SEWER WITHOUT CONNECTING WITH � THE OTHER; PROHIBITING PIT TOILETS; PROVIDING THAT F.�{ISTING PIT T�OILETS SHALL BE DISCONTINUED WITHIN ONE (1) YEAR; PROVIDING THAT PIT TOILETS EXISTING IN ANNEXED TERRITORY SHALL BE DISOONTINUED WITHIN ONE (1) YEAR AFTER ANNEXATION; REQUIRING THE OVJNER OR OCCUPANT OF BUILDINGS TO OONSTRUCT SEPTIC TANKS WHERE NO SANITARY SEWER LINE IS AVAILABLE; PROVIDING A SEVERABILITY CLAUSE;PROVIDING A PENALTY; AND DECLARING AN EMERGENCY. � i � i � F ��� � _ , � � Councilman Eidson moved to place on the official agenda as � an emergency item, the consideration of a mobil home permit x at 1224 Hilltop Drive for Bethel Baptist Church. Councilwoman $ ; Conine seconded the motion. The motion prevailed by the � ! following vote: � ! Ayes: Tate, Dalton, Eidson, Pittard, Conine, Parker � Noes: None � � � � The City Manager reviewed the application of Bethel Baptist � � Church with the Council, and stated that the Planning and � � Zoning Commission had approved the request. Rev. L.E. Holmes �� : of Bethel Baptist Church stated that he would like for the � � mobil home permit to be permanent. Mayor Tate stated that � mobil home permits were issued for one-year. � � Councilman Parker moved to accept the Planning and Zoning : ' Commission' s recommendation to issue a mobil home permit x: ; to Bethel Baptist Church. Councilwoman Conine seconded the � motion. The motion prevailed by the following vote: � � Ayes: Tate, Dalton, Eidson, Pittard, Conine, Parker � � � Noes: None �; , � � Mayor Tate stated that he and the City Manager were in Austin " earlier in the day to testify on Senate Bill 702, which would � � amend (Article 1269J-4.1) . The amendment would allow cities � � having a popul'ation of (7,000) or more to establish, acquire , ` lease, purchase,construct, improve, enlarge, equip, repair, ? € operate or maintain (any or all) public improvements such as � � golf courses, tennis courts and similar recreation facilities<_ j � by issuing negotiable revenue bonds. He also stated they had 3 Y � received a favorable report on the bill. - ; � � There being no further business, Councilman Eidson moved ; , that the meeting be adjourned.
