On the 16th day of September , 1969 at 7:30 P.M. , the City �
Council and the Planning and Zoning Commission of the City
of Grapevine met in a joint meeting at the City Hall with
the following members present:

Phil Parker was absent.
Mayor Pirkle called the meeting to order and Councilman
Dalton gave the invocation.
The purpose of the joint meeting was for Public Hearings on
Rezone Applications 69-25, 69-26, 69-27 and 69-28.
Application 69-25 was considered. Fenton Alley, D.D. Patteson,
E. E. Francis and Ruth Bell requested a "Specific Use Permit"
for 4 plex apartments. Persons present were given an opportunity
to be heard.
Application 69-26 was considered. Mr. A. C. Stone requested
"J & K" INdustrial on his 357 ac�es of land in the Cate, Clanton,
Clay and Bradford Surveys. Persons present were given an
opportunity to be heard.
Application 69-27 was considered. Fred Branan requested "J&K"
Industrial Zoning on his 45.7 acres in the Cate Survey. Persons
present were given an opportunity to be heard.
Application 69-28 was considered. Paul Wharton and Paul �
Yarbrough requested "C & D" Multiple Dwelling Distric�Con their
15.5 acres in the Splain Survey. Persons present were given ,
, an opportunity to be heard. �
Harlen Joyce, Chairman of the Planning & Zoning Commission in-
formed persons present that the Planning & Zoning Commission will
make their recommendations to the City Council.
Public Hearing was declared closed.

The City Council continued to meet for the regular meeting �
of September 16, 1969 with the following members present: �

" The minutes of the previous meeting of September 2, 1969
were read and approved.
Councilman Dalton made a MOTION for a street light to be
placed on Dawn Lane at its intersection with Easy Street.
Motion SEO�NDED by Councilman Thompson. Motion PREVAILED
by the following vote:
Ayes : Councilmen Benedict, Harwell, Eidson, Dalton & Thompson.
Noes: None

Ordinance 69-33 was read on second and final reading. �
Councilman Eidson made a MOTION to pass said Ordinance on
second and final reading. Motion seconded by Councilman
Benedict. Motion PREVAILED by the following vote:
Ayes : Councilmen Benedict , Harwell, E�,dson, Dalton & Thompson.
Noes: None �

AN ORDINANCE AMENDING THE ZONING ORDINANCE
RND THE ZANING M1�P OF THE °CITY OF GRAPEVINE,
TEXAS, SO AS 1i0 CHANGE THE ZONING DISTRICTS
OF CERTAIN PROPERTY OF JACKIE KEENER FROM
"A" RESIDENTIAL. TO "B" RESIDENTIRL; AND
PROVIDING FOR A SAVINGS CLAUSE. �

Public Hearing on the City' s Proposed Operating Budget for �
the year October l, 1969 through September 30, 1970 was
declared open. Said budget was reviewed and Ordinance 69-35
for the adoption of the budget was introduced and read.
Persons present were given an opportunity to be heard.
Councilman Eidson made a MOTION to approve said budget and
to pass Ordinance 69-35. Motion SECONDED by Councilman
Dalton. Motion PREVAILED by the following vote:
Ayes: Councilmen Thompson, Dalton, Eidson, Harwell & Benedict.
Noes : None
ORDINANCE 69-35
� AN ORDINANCE ADOPTING THE BUDGET FOR THE CITY
OF GRAPEVINE, TEXAS, FOR THE FISCAL YEAR BE-
GINNING OCTiOBER l , 1969 AND ENDING SEPTEMBER
30, 1970: LEVYING T�lXES FOR THE YEAR 1969 TO
BE ASSESSED ON ALL TAXABLE PROPERTY WITHIN THE
LIMITS OF THE CITY OF GRAPEVINE, TEXAS: AND
PROVIDING PENALTIES AND INTEREST FOR DELINQUENT
TAXES, AND PROVIDING FOR THE INTRA AND INTER-
DEPARTMENT AND FUND TRANSFERS, AND PROVIDING FOR
THE INVESTMENT OF IDLE FUNDS:

� Councilman Eidson made a MOTION to employ the firm of
� Parrish, Murrell and Campany, Certified Public Accountants
to make the annual audit of the City operation for �he
fiscal year October l, 1968 to September 30, I969. Motion
SECONDED by Councilman Thompson. Motion PREVRILED by the
fallowing vate:
� Ayes: Councilmen Harwell , Eidson, Dalton, Thompsan & Benedict.
