E ; � Mayor Pirkle called the meeting to order and Tommy Eidson gave I the invocation. � Harlen Joyce, Chairman of the Planning and Zoning Commission '' opened the publa.c hearing �or Rezoning Applications 69-23 and � 69-24. I Applica�ion 69-23 was considered, Jackie Keener zequ.ested "C&I}" I� Multiple Dwelling Zcrning on: his property at 309 North Scribner. � Persons present were given an opportunity to be heard. ; -i i Application b9-24 was considered. Benedict ) 6 Lee Thompson ) � � Councilman A1 Harwell was absent . � � � � The minutes of the previous meetings of August 5th and August 7th, 1969, were read and approved. � �`' Rezoning Application 69-22 was considered. The Planning and � Zoning Commission recommended to approve application 69-22 on � which Jess Stockstill requested "J&K" Industrial Zoning on � � his land in the Fay and Cate Surveys. Councilman Eidson made � ' a motion to approve the request for "J&K" Industrial Zoning � = on said land and that the shooting range operation now existing e i on the land is to be recognized and permitted to continue, ex- � ; cept that said shooting range operation shall not be allowed � to be expanded upon in any way, and to pass Ordinance 69-29 � amending the zoning ordinance and map enacting the change. � � Motion prevailed by the following vote: � � Ayes: Councilmen Dalton, Eidson, Benedict, and Thompson. � Noes: None � � ORDINANCE 69-29 � � � � AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, � � TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS � OF CERTAIN PROPERTY OF JESS STOCKSTILL FROM � "A" RESIDENTIAL TO "J AND K" INDUSTRIAL � � CONDITIONAL; RECOGNIZING SHOOTING RANGE, x RESTRICTING EXPANSION OF SHOOTING RANGE, � AND PROVIDING FOR A SAVINGS CLAUSE. ` # � The preliminary plat of the Stockstill Industrial Park was t considered. Councilman Eidson made a motion to approve the � t said preliminary plat. Motion seconded by Councilman Dalton. � Motion prevailed by the following vote: � ; �: ` Ayes: Councilmen Benedict , Eidson, Dalton and Thompson. t � _ Noes: None � ;_ The bids on the custody of the City funds were reviewed. � Bids were from the American Bank of Commerce and the First a � National Bank. Councilman Eidson made a motion to accept 3 the bid of the First National Bank for the custody of the � � City Funds for the two year period October 1 , 1969 through �" September 30, 1971. Motion seconded by Councilman Thompson . � € Motion prevailed by the following vote: � Ayes: Councilmen Thompson , Dalton, Benedict and Eidson. Noes : None f` k' y(. Y 4: L � � S:: t''" � \`' } & � � � �q3 Resolution R69-20, authorizing the Mayor to sign the offer and acceptance form concerning the Federal Grant on the main sewer treatment plant , was introduced and read. Council- man Dalton made a motion to pass said resolution, motion seconded by Councilman Thompson. Motion prevailed by the following vote: Ayes ; Councilmen Benedict , Dalton, Eidson and Thompson. Noes: None Charles Millican was present and requested to place 3 mobile homes on his property north of his car wash business . Mr. Millican was advised to make application for rezoning of the said property to mobile home park zoning. A letter from nine residents in the 400 block of East Franklin ; Street requesting a street light was reviewed. Councilman Benedict made a motion to place a street light on the pole on the south side of Franklin Street between house numbers 404 and 412. Motion seconded by Councilman Dalton. Motion pre- vailed by the following vote: Ayes: Councilm en Thompson, Eidson, Dalton and Benedict. Noes: None Councilman Eidson made a motion to place a street light on Starnes Street adjacent to the Housing Authority Complex. Motion seconded by Councilman Benedict. Motion prevailed by the following vote: Ayes: Councilmen Benedict , Thompson, Dalton, and Eidson. Noes: None Annexation Ordinance 69-28 was read on second and final read- ing. Councilman Dalton made a motion to pass said ordinance on second and final reading. Motion seconded by Councilman Eidson. Motion prevailed by the following vote: Ayes : Councilm en Eidson, Benedict , Thompson and D alton. Noes: None ORDINANCE NO. 69-28 AN ORDINANCE RECEIVING AND ANNEXING TERRITORY ADJACENT AND CONTIGUOUS TO THE CITY OF GRAPEVINE, TEXAS: PROVIDING THAT THE AREA DESCRIBED BELOW, SHALL BECOD'IE A PART OF THE SAID CITY AND THAT ' THE OVJNERS AND THE INHABITANTS THEREOF SHALL BE ENTITLED TO ALL THE PRIVILEGES OF THE OTHER ' CITIZENS OF SAID CITY AND BOUND BY THE ACTS AND ' ORDINANCES NOW IN EFFECT AND TO BE HEREAF'TER ADOPTED: FURTHER PROVIDING FOR AMENDING AND ' CORRECTING THE OFFICIP�L �OUNDARIES OF SAID CITY ' HERETOFORE ADOPTED AS AMENDED, AND CONTAINING A ' SAVINGS CLAUSE: � /q� Proposed Ordinance 69-30, requiring residence, business, or industries to use city water if available was studied. i Councilman Dalton made a motion to pass said ordinance � on the .emergency basis.
