S. B�nedict ) Planning & Zoning Commission Harlen Joyce Chairman R. T. Eidson Howard Parsley � The purpose of the joint meeting was to have a public hearing for Zone Change Application 68-16, and for the Planning and Zoning Commission to make recommendations regarding Zoxie Ghange Applications 68-12, 68-13 and 68-14. Mayor Woods called the meeting to order and Councilman � Benedict gave the invocation. Application 68-16, on which Jim Wood, Jr, applied for "C & D" Zoning on his Tract 9C in the Leonard Survey was � con$idered. Persons present were given an opportunity to be heard. Chairman Harlen Joyce informed persons present that the Planning & Zoning Board will have their recommenda- tions for the City Council on the next council meeting of September 24th. � . The Planning & Zoning Commission made the following recommenda- tions : That the request on Application 68-12 be disapproved. That the request on application 68-13 be disapproved. �' That the request on application 68-14 be approved. Mayor Woods declared the hearing closed. Benedict ) Willis Pirkle ) The minutes of the previous meeting of September lOth were read and approved. � � � � ` � � � � 1 (� 0 637 Zoning Change Application 68-12 was considered. Councilman Dalton made a MOTION to accept the recommendation of the Planning and Zoning Commission and disapprove the request of W. N. Rider for "C & D" Zoning on his 10 acre tract in the Hallum Survey. MOTION seconded by Councilman Banedict. MOTION prevailed by the following vote: Ayes: Councilmen Huber, Dalton, Thompson and Benedict. Noes: None f:` ! 703 Zone Change Application 68-13 was considered. Councilman I Huber made a MOTION to accept the recommendation of the ��� Planning and Zoning Commission and disapprove the request of M. C. Dearing for "C & D" Zoning on his tracts lOJ, lOM, ' and part of lOP in the Foster Survey. MOTION seconded by � Councilman Thompson. MOTION carried by the following._vote: I � � Ayes: Councilmen Benedict, Thompson, Dalton and Huber. Noes: None 720 Zone Change Application 68-14 was considered. Councilman � Thompson made a MOTION to accept the recommendation of the ; �lanning and �oning Commission and rezone the 6 acre tract i in the BBB & CRR Survey to "E" Modified for Mobile Homes as i requested by Carey Lavender, E. L. Lancaster and Jim Hatcher ' and to pass Ordinance 68-30 enacting the change. MOTION ( seconded by Councilman Dalton. MOTION carried by the follow- I ing vote: � Ayes: Councilmen Thompson, Dalton, Huber and Benedict. Noes: None � ORDINANCE 68-30 I AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE� TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS � OF CERTAIN PROPERTY OF CAREY LAVENDER� E. L. w LANCASTER AND JIM HATCHER FROM "J & K" INDUSTRIAL DISTRICT TO "E" MODIFIED FOR � MOBILE HOMES AND PROVIDING FOR A SAVINGS � CLAUSE. 749 Ordinance 68-28, providing for additional Truck Route was read on second and final reading. Councilman Dalton made ; a MOTION to pass said ordinance on 2nd and final reading. � MOTION seconded by Councilman Benedict� MOTION prevailed i by the following vote: � � Ayes: Councilmen Pirkle, Huber, Dalton, Thompson & Benedict. Noes: None i � ORDINANCE 68-28 � :;. i AN ORDINANCE AMENDING TITLE 9, CHAPTER 7 � SECTION 4, SUB-SECTION (A) OF THE CITY CODE OF THE CITY OF GRAPEVINE� TE7�AS� PRO- VIDING FOR ADDITIONAL TRUCK ROUTES. 101 � � r 788 Proposed Resolution R68-8, making a 4 way Stop at West Wall and Dooley was introduced and read in full. Council- � man Benedict made a MOTION to pass said resolta�ion. � MOTION seconded by Councilman Pirkle. MOTION prevailed by the following vote: � . � Ayes: Councilmen Pirkle, Dalton, Huber, Thompson & Benedi.ct. � � Noes: None 5 � A copy of said Resolution is attacched hereto. ; � 828 Bids on the construction of a chain link fence around the Public Works Department Building were reviewed. Council= man Pirkle made a MOTION to accept the bid of Cyclone Fence Company subject to change in the outline of the fence and �he addi�tion of �barbed wire around the top. MOTION seconded by Councilman Dalton. MOTION prevailed by the following vote: Ayes: Councilmen Benedict, Huber, Thompson, Pirkle & Dalton Noes: None 964 The collection of delinquent taxes was discussed. It was decided that a prelimiriary letter should be sent to the delinquent list before turning them over to the attorney for collection. � �: Councilman Pirkle made a MOTION to appoint Ted Ware as a ` member of the Planning and Zoning Commission . MOTION � seconded by Councilman Thompson. MOTION prevailed by the following vote: Ayes: Councilmen Pirkle, Dalton� Benedict, Huber & Thompson. Noes: None Mayor Woods declared public hearing open on the proposed 1968-1969 Operating Budget. Interested persons were given an opportunity to be heard, and proposed Ordinance 68-29 � adopting the 1968-1969 Budget was introduced and read in � full. Councilman Benedict made a MOTION to adopt said � Ordinance 68-29. Councilman Pirkle seconded the MOTION. MOTION prevailed by the following vote: � t Ayes: Councilmen Pirkle, Thompson, Huber, Benedict and Dalton. �' Noes: None � ORDINANCE 68-29 � AN ORDINANCE ADOPTING THE BUDGET FOR THE � CITY OF GRAPEVINE, TEXAS, FOR THE. FISCAL � YEAR BEGINNING OCTOBER l, 1968 AND END- � ING SEPTEMBER 30, 1969: LEVYING TAXES FOR THE YEAR 1968 TO BE ASSESSED ON ALL � TAXABLE PROPERTY WITHIN THE LIMITS OF � THE CITY OF GRAPEVINE� TEXAS: AND PRO- � VIDING PENALTIES AND INTEREST FOR DELIN- �` � QUENT TAXES� AND PROVIDING FOR THE INTRA AND INTER-DE�'ARTMENT AND FUND TRANSFERS� � AND PROVIDING FOR THE INVESTMFNT OF IDLE FUNDS: f � � � � � �< ,: � �: � � ' � � � 2 The proposed consulting engineering contract between the City of Grapevine and Freese, Nichols and Endress was re- viewed. It was decided that Bob Nichols of that firm should meet with the Council to clarify some of the pro- visions of the contract. R68-8 WHEREAS, the City Council of the City of Grapevine, Texas is desirous of making the City of Grapevine a safer place in which to live and travel, and, WHEREAS, there is an ever increasing need for certain traffic and parking control on certain streets within ` �� the corporate limits, and, VJHEREAS, much study and thought has been given to these problems by the City Council. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE� TEXAS, THAT: Section 1. Section 1 of Title 9, Chapter 2 of the City Code of the City of Grapevine, Texas is hereby amended to include and authorize the erection of stop signs at the following intersections to indicate that a full stop must be made before proceeding into or through the intersections. A. On East Wall Street at the intersection of Dooley Street on the East and West side. B. On Dooley Street at the intersection of East � Wall Street on the North and South side. � Section 2. The authority for the erection of the fore- going signs and the enforcement of the regulations there- in represented has been vested in the City Council by the City of Grapevine Ordinance No. 54-8 passed and approved the 2nd day of March, 1954. Section 3. This resolution, not being a penal ordinance in itself need not be published to be effective and is effective upon the passage by the City Council and the erection of the aforementioned signs.
