S. Benedict ) � H. E. Huber ) Councilmen � D. E. Dalton ) ° Lee Thompson ) Planning & Zoning Commission Harlen Joyce Chairman Howard Parsley Ted Ware The purpose of the joint meeting was to have a public hearing on Zone Change Applications 68-17 and 68-18. Mayor Pro-Tem Willis Pirkle called the meeting to order and Councilman Lee Thompson gave the invocation. Applica- tion 68-17 was considered. Persons owning Parcels 4, 4C, � 4D, 4E and 4F in the Decker Survey requested "J" & "K" � Industrial Zoning. Interested persons were given an � opportunity to be heard. � � Application 68-18 was considered. Jimmy M. Messina requested "B" Dwelling District Zoning on his Lots 3, 4, and 5, Block 102, College Heights Addition. Interested persons were � given an opportunity to be heard. � � Chairman of the Planning & Zoning Commission Harlen Joyce informed persons present that the Planning & Zoning Commission will make their recommendation to the City Council, and that the owners will be notified of the Council's action. Mayor Pro-Tem Willis Pirkle declared the Hearing closed. � The City Council continued to meet for a regular meeting with the following members present: Willis Pirkle Mayor Pro-Tem Lee Thompson ) D. E. Dalton ) H. E. Huber ) Councilmen G. S. Benedict ) Floy Ezell City Manager � Jim Hancock City Secretary The minutes of the previous meetings of September 25th and October lst were read and approved. City Manager Floy Ezell read a letter to the Council from Mr. Beck of the General Telephone Company explaining some of the items in General 's proposal for improved services, which did not meet with the Council' s approval. Said letter is on file in the City records. �' � � � � � u � � . 698 Ordinance 68-32 , adjusting the Garbage Rates was read on second ; reading. Councilman Dalton made a MOTION to approve said ordi- � nance on second reading and for said rates to be effective in ; the October billing. Councilman Huber seconded the MOTION. MOTION prevailed by the following vote: � Ayes : Councilmen Dalton, Thompson, Huber and Benedict . � Noes : None ORDINANCE 68-32 AN ORDINANCE AMENDING TITL� 7, CHAPTER 5, SECTION 6, FIRST PARAGRAPH OF THE CITY CODE � OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO ADJUST THE FEE FOR COLLECTION OF GARBAGE; � AND PROVIDING FOR A SAVINGS CLAUSE. > E ? 705 Street light requests for Dallas Road at Rainbow Trail, Lucas ' Drive at Shady Brook, Lucas Drive at Oak Hurst Drive, and � � Lucas at Meadowbrook Drive were considered. Councilman Benedict k ; made a MOTION to approve the installation of street lights at said locations. MOTION seconded by Councilman Huber. MOTION s prevailed by the following vote: e ; Ayes: Councilmen Benedict , Huber, Dalton and Thompson. 3 Noes: None � � ; � The street dedication of the Housing Authority of the City of = Grapevine, dedicating the necessary property to be used for � the extension of Starnes Street was reviewed. Councilman � Dalton made a MOTION to approve said dedication. MOTION � " seconded by Councilman Benedict.
