HomeMy WebLinkAbout1968-11-19 Joint Meeting112 STATE OF TEXAS X COUNTY OF TARRANT X CITY OF GRAPEVINE X On the 19th day of November, 1968 the City Council of the City of Grapevine, Texas met jointly, with the Planning and Zoning Commission with the following members present: City Council Ira Woods Mayor Herbert Huber ) Willis Pirkle ) Lee Thompson ) Councilmen G. S. Benedict ) Doil Dalton ) Planning & Zoning Commission Tommy Eidson Ted Ware The purpose of the joint meeting was to have a public hear- ing on Zone Change Application 68-20. Mayor Woods called the meeting to order and Councilman Benedict gave the invocation. 555 Zone Change Application 68-20 on which Victor Leighton re- quested "E" Modified Residential Zoning for Mobile Homes on his property in the Mahan and the Johnson Surveys was con- sidered. Interested persons were given an opportunity to be heard. Mr. Leighton was present in behalf of his request. No one was present in opposition. Mayor Woods declared that the meeting be recessed until December 3, 19682 7:30 P.M., to give Mr. Leighton time to prepare a proposed lay -out of his proposed Mobile Home Park. The City Council continued to meet for the regular meeting of November 19, 1968, with the following members present: Ira Woods Mayor Willis Pirkle ) G. S. Benedict ) Lee Thompson ) Councilmen Doil Dalton ) H. E. Huber ) Floy Ezell City Manager Jim Hancock City Secretary The minutes of the previous meeting were read and approved. 624 Mayor Woods reported that Mr. Glover of the Lone Star Gas Company has made a study of the Shorecrest Aces area in connection with supplying that area with natural gas and offers to extend gas mains to the area providing they are able to sign up 801 of the people in the area as customers. 650 Zone Change Application 68-19 on which Charles Hamilton re- quested "C & D" Multiple Dwelling District Zoning on his property on Franklin Street was considered. The Planning and Zoning Commission recommended the change. Councilman Benedict made a MOTION to accept the Planning and Zoning Commission recommendation and to pass Ordinance 68-35 en- acting the change. MOTION seconded by Councilman Pirkle. MOTION prevailed by the following vote: Ayes: Councilmen Benedict, Thompson, Huber, Pirkle & Dalton Noes: None ORDINANCE 68-35 AN ORDINANCE AMENDING THE ZONING ORDI- NANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF CHARLES W. HAMILTON TO "C & D" MULTIPLE DWELLING; AND PROVIDING FOR AN EMERGENCY. 657 Ordinance 68-34 was read on second reading. Councilman Pirkle made a MOTION to pass said Ordinance on second read- ing. MOTION seconded by Councilman Huber. MOTION prevailed by the following vote: Ayes: Councilmen Thompson, Huber, Pirkle, Dalton & Benedict. Noes: None ORDINANCE 68-34 AN ORDINANCE AMENDING THE ZONING ORDI- NANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF JIMMIE M. MESSINA FROM "A" RESIDENTIAL TO "B" MULTIPLE DWELLING -DUPLEX AND PRO- VIDING FOR A SAVINGS CLAUSE. 659 The application of Bill Reed and Don Gerschick for a Taxi- cab license was considered. Councilman Pirkle made a MOTION to approve the application. MOTION seconded by Councilman Thompson. MOTION prevailed by the following vote: Ayes: Councilmen Benedict, Dalton, Thompson, Huber & Pirkle. Noes: None 710 The plat of subdivision of land owned by E. R. Sargent was considered. Councilman Pirkle made a MOTION to approve the said plat. MOTION seconded by Councilman Dalton. MOTION prevailed by the following vote: Ayes: Councilmen Pirkle, Benedict, Huber, Thompson & Dalton. Noes: None 711 The preliminary plat of Falcon Heights was considered. R. V. Trammel, Engineer was present in the interest of G. L. Perry, owner of the proposed subdivision. Councilman Pirkle made a MOTION to approve said plat with the provision that Mr. Perry will dedicate the necessary land required for 1/2 of a 50 foot street instead of the existing 40 foot right of way. MOTION seconded by Councilman Thompson. MOTION prevailed by the following vote: Ayes: Councilmen Dalton, Huber, Thompson, Benedict & Pirkle. Noes: None 831 Wendell Judd, representating Parish, Murrell & Company, Certified Public Accountants, was present and presented the Council with the annual audit report of the City's operation for the year ending September 30, 1968. Councilman Dalton made a MOTION to accept said audit report. MOTION seconded by Councilman Pirkle. MOTION prevailed by the following vote: Ayes: Councilmen Pirkle, Huber, Dalton, Benedict, & Thompson. Noes: None 036 The request for a street light to be placed in the area of 2965 Peninsula Drive was considered. Councilman Pirkle made a MOTION to approve the installation of a street light at a location in said general area to be approved by city officials. MOTION seconded by Councilman Benedict. MOTION prevailed by the following vote: Ayes: Councilmen Huber, Pirkle, Thompson, Benedict & Dalton. Noes: None 048 Proposed Speed Zone Revision Ordinance 68-36 was introduced and read in full. Counculman Pirkle made a MOTION to pass said ordinance on first reading. MOTION seconded by Council- man Dalton. MOTION prevailed by the following vote: Ayes: Councilmen Thompson, Pirkle, Huber, Dalton & Benedict. Noes: None ORDINANCE 68-36 AN ORDINANCE AMENDING TITLE 9, CHAPTER 3; SECTION 1; SUBSECTION G OF THE CITY CODE OF THE CITY OF GRAPEVINE, TEXAS SO AS TO FIX THE PRIMA FACIE SPEED LIMITS ON THE STREETS AND HIGHWAYS OF GRAPE- VINE: PROVIDING FOR A PENALTY FOR VIOLATION; PRO- VIDING A SEVERABILITY CLAUSE: AND REPEALING CON- FLICTING ORDINANCES: Councilman Pirkle made a MOTION to have a public hearing on December 3, 1968 at 7:30 P.M. for the consideration of streets and roads in the Airport area. MOTION seconded by Councilman Dalton. MOTION prevailed by the following vote: Ayes: Councilmen Pirkle, Huber, Thompson, Dalton & Benedict. Noes: None Councilman Huber made a MOTION to approve the City's applica- tion for additional money to -the H.U.D. Agency. MOTION seconded by Councilman Pirkle. MOTION prevailed by the following vote: Ayes: Councilmen Pirkle, Thompson, Huber, Benedict & Dalton. Noes: None The fee for appraisals for the Tax Department was discussed.
