HomeMy WebLinkAbout1969-01-07 Joint Meeting126 Reel 4, Side 2 Start 000 STATE OF TEXAS X COUNTY OF TARRANT Z CITY OF GRAPEVINE X On the 7th day of January, 1969 at 7:30 P.M., the City Council of the City of Grapevine, Texas met jointly with the Planning and Zoning Commission in the City Hall with the following members present: City Council Ira Woods Mayor G. S. Benedict ) Doil Dalton ) Lee Thompson ) Councilman Willis Pirkle ) Councilman Huber was absent. Planning & Zoning Commission Tommy Eidson Howard Parsley Ted Ware Mayor Woods called the meeting to order and turned the meeting over to Tommy Eidson. The purpose of the meeting was for a public hearing on Zone Change Application 68-25 on which Frank Caster requested a Specific Use Permit for the boarding of horses. Interested persons present were given an opportunity to be heard in connection with the application. Acting Chairman Tommy Eidson informed persons present that the Zoning Commission will have a recommendation on the application for the next council meeting of January 21, 1969. Mayor Woods declared the hearing closed. The City Council continued to meet for the regular meeting of January 7, 1969 with the following members present: Ira Woods Mayor Doil Dalton ) Willis Pirkle ) Lee Thompson ) Councilmen G. S. Benedict ) Councilman Huber was absent. 068 City Attorney Bob Scofield was present and reported to the Council on annexation proceedings being instutited by the City of Southlake. Proposed Ordinance 69-1 authorizing the City Council to meet jointly with the Planning & Zoning Commission was reviewed. Councilman Dalton made a MOTION to pass said ordinance. MOTION seconded by Councilman Pirkle. MOTION prevailed by the follow- ing vote: 127 Ayes: Councilmen Pirkle, Dalton, Benedict and Thompson. Noes: None ORDINANCE 69-1 AN ORDINANCE AUTHORIZING JOINT MEETINGS BETWEEN THE CITY COUNCIL OF GRAPEVINE AND THE PLANNING AND ZONING COMMISSION FOR THE PURPOSE OF HOLDING PUBLIC HEARINGS ON PROPOSED ZONING AND DECLARING AN EMERGENCY. 140 J,. B. Tindle's Rezoning Application 68-21 was reviewed. The Planning & Zoning Commission recommended to approve the applica- tion. Councilman Pirkle made a MOTION to approve said recommenda- tion.and to pass Ordinance 69-2 charCg:hg the zoning of J. B. Tindle's 150 acres of land in the C. C. Hope Survey to "J&K" Industrial District. MOTION seconded by Councilman e.efJ4, MOTION prevailed by the following vote:'�f°'� Ayes: Councilmen Benedict, Thompson, Dalton and Pirkle. Noes: None ORDINANCE 69-2 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF JOE B. TINDLE FROM "A" RESIDENTIAL TO °'J&K" INDUSTRIAL DISTRICT AND DECLARING AN EMERGENCY. C. F. Emery's Rezoning Application 68-22 was reviewed. The Planning & Zoning Commission recommended to approve the application. Councilman Benedict made a MOTION to approve said recommendation and to pass Ordinance 69-3 charging the zone of C. F. Emery's 11.3 acres in the Guest Survey, 1.6 acres in the Thompson Survey and Lot lA and 1B in the Russell Survey to "J & K" Industrial District. MOTION seconded by Councilman Pirkle. MOTION carried by the following vote: Ayes: Councilmen Benedict, Thompson, Pirkle & Dalton. Noes: None ORDINANCE 69-3 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OFGRAPEVINE, TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF C. F. EMERY FROM "A" RESIDENTIAL TO "J & K" INDUSTRIAL DISTRICT AND DECLARING AN EMERGENCY, 172 Grapevine Development Company's Rezoning Application 68-23 and 68-24 were considered. The Planning and Zoning Commission recommended to disapprove the application. Councilman Benedict made a MOTION to defer action on said applications until the next meeting of January 21, 1969. MOTION seconded by Council- man Pirkle. MOTIQN prevailed by the following vote: Ayes: Councilmen Thompson, Benedict, Dalton and Pirkle. Noes: None 128 197 Robert Blackburn was present to ask for a waver on a side -yard requirement. Councilman Benedict made a MOTION to reject Mr. Blackburn's request. MOTION seconded by Councilman Thompson. MOTION prevailed by the following vote: Ayes: Councilmen Dalton, Thompson, Benedict and Pirkle. Noes: None Mr. Blackburn was informed of his right to file an appeal to the Zoning Board of Adjustments. 240 The placing of street lights on city streeets was considered. Councilman Pirkle made a MOTION to authorize Texas Power & light to place street lights at the following locations: College &.Bluebonnet College & Crestview College & Dogwood Bluebonnet & Wall MOTION seconded by Councilman Thompson. MOTION prevailed by the following vote: Ayes: Councilmen Pirkle, Thompson, Dalton and Benedict. Noes: None The request to place a street light at corner of Rainbow and Easy Street was considered. Councilman Dalton made a MOTION to authorize Texas Power & Light to install said street light. MOTION seconded by Councilman Pirkle. MOTION prevailed by the following vote: Ayes: Councilmen Dalton, Benedict, Pirkle and Thompson. Noes: None The Pro -rata on the 8" water line on West Northwest Highway from Dove Road to west city limits and the Pro -rata for South Shore Acres was established at $1.80 per front foot plus $50.00 per connection. 379 The final plat of the W. R. Boyd Center was considered. Council- man Pirkle made a MOTION to approve said plat. MOTION seconded by Councilman Dalton. MOTION prevailed by the following vote: Ayes: Councilmen Benedict, Pirkle, Dalton and Thompson. Noes: None 405 Proposed Resolution R69-1, adopting the Workable Program was in- troduced and read. Noes: None A copy of Resolution R69-1 is attached to these minutes. 428 Resolution 69-2, establishing the procedure and designating the voting place, for election of.Mayor; Councilman, Place 1; and Councilman, Place 2, was introduced and read. Councilman Pirkle made a MOTION to pass said resolution. MOTION seconded by Councilman Thompson. MOTION prevailed by the following vote: Ayes: Councilmen Thompson, Pirkle, Dalton and Benedict. Noes: None A copy of Resm� ution R69-2 is attached to these minutes. The proposed maintenance agreement between the Texas Highway Department and the City of Grapevine was reviewed. Council- man Pirkle made a MOTION to approve said agreement. MOTION seconded by Councilman Dalton. MOTION prevailed by the following vote: Ayes: Councilmen Pirkle, Thompson, Dalton and Benedict.
