HomeMy WebLinkAbout1969-07-01 Joint Meeting178 Reel 13 Side 2 Start 546 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE On the 1st day of July, 1969 at 7:30 P.M., the Planning and Zoning Commission and the City Council of the City of Grapevine, Texas met in a joint session in the City Hall with the follow- ing members present: City Council Willis Pirkle Mayor G. S. Benedict ) Tommy Eidson ) Doil Dalton ) Councilmen Lee Thompson ) Planning & Zoning Commission Harlen Joyce Howard Parsley Ted Ware JerryJordan Mayor Pirkle called the meeting to order and G. S. Benedict gave the invocation. Purpose of the joint meeting was for Public Hearings on Rezone Applications 69-20 and 69-21. Mayor Pirkle turned the meeting over to Harlen Joyce. Rezone Application 69-20 was considered. Dorothy Blank requested "F" Local Retail District on her lot 4D in the Decker Survey, Abstract 438. Persons present were given an opportunity to be heard. Rezone Application 69-21 was considered. Thomas French and William Wilkerson requested "C & D" Multiple Dwelling District on their lot 2Q1 in the Moore Survey. Persons present were given an opportunity to be heard. Harlen Joyce informed persons present that the Planning and Zoning Commission will give their recommendation to the City Council. Public Hearing was declared closed. The City Council continued to meet for the regular meeting of July 1, 1969, with the following members present: Willis Pirkle, Mayor G. S. Benedict ) Doil Dalton ) Councilmen Tommy Eidson ) Lee Thompson ) The minutes of the previous meeting of June 17, 1969 were read and approved. Richard Eakins was present and requested the City to improve the parking situation around the Post Office. The Police Depart- ment is to investigate the problem and report to the City Manager. 179 665 Mayor Pirkle asked for nominations for Mayor Pro -Tem. Council- man Benedict made a MOTION to nominate Councilman Eidson as Mayor Pro -Tem. Motion SECONDED by Councilman Thompson. Councilman Dalton made a motion that nominations cease and that Mr. Eidson be elected Mayor Pro -Tem by acclaimation. Motion seconded by Councilman Benedict. Motion PREVAILED by the following vote: Ayes: Councilmen Benedict, Thompson and Dalton. Noes: None 672 Rezone Ordinance 69-23 was read on second and final reading. Motion by Councilman Eidson to pass said ordinance on second and final reading. Motion SECONDED by Councilman Thompson. Motion PREVAILED by the following vote: Ayes: Councilmen Dalton, Thompson, Benedict, and Eidson. Noes: None ORDINANCE 69-23 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF GENERAL TELEPHONE COMPANY OF THE SOUTHWEST TO "B" RESIDENTIAL AND PROVIDING FOR A SAVINGS CLAUSE. 679 The Planning and Zoning Commission recommended to disapprove Rezone Application 69-19 (Jackie Keener). Councilman Dalton motioned to accept the recommendationttof Planning and Zoning Commission to decline Rezone Application 69-19. Motion SECONDED by Councilman Thompson. Motion PREVAILED by the following vote: Ayes: Councilmen Eidson, Dalton, Thompson and Benedict. Noes: None 694 The petition of R. A. Eichenberger, Trustee, requesting annexation of land was reviewed. Councilman Eidson made a MOTION to approve the petition and to pass Annexation Ordi- nance 69-24 on first reading. Motion SECONDED by Council- man Thompson. Motion PREVAILED by the following vote: Ayes: Councilmen Thompson, Eidson, Benedict & Dalton. Noes: None 717 Councilman Eidson made a MOTION to authorize a fireworks display at Austin's Patio: Ranch on July 4th. Motion SECONDED by Councilman Benedict. Motion PREVAILED by the following vote: Ayes: Councilmen Dalton, Benedict, Eidson and Thompson. Noes: None 744 August 5, 1969 was set for the receiving of bids on the custody of city funds for the period of October 1, 1969 thru September 30, 1971. iia 758 Councilman Dalton made a MOTION to appoint Dr. Joe Allison as City Health Officer. Motion SECONDED by Councilman Thompson. Motion PREVAILED BY THE FOLLOWING VOTE: Ayes: Councilmen Thompson, Eidson, Dalton and Benedict. Noes: None 765 Councilman Eidson made a MOTION to access the Grapevine Hous- ing Authority for curb and gutter along the fronts of the properties of the Authority. Motion SECONDED by Councilman Dalton. Motion PREVAILED by the following vote: Ayes: Councilmen Thompson, Benedict, Dalton and Eidson. Noes: None 774 A Resolution opposing limitations of the tax exempt status of municipal bonds was introduced and read. Councilman Dalton made a MOTION to table the resolution for further study. Motion SECONDED by Councilman Thompson. Motion PREVAILED by the following vote: Ayes: Councilmen Eidson, Benedict, Dalton and Thompson. Noes: None 811 Councilman Eidson made a MOTION to extend the 8 inch water line west of the new school on Highway 121 to Doss -Knight Road. Motion SECONDED by Councilman Dalton. Motion PREVAILED by the following vote: Ayes: Councilmen Dalton, Benedict, Thompson and Eidson. Noes: None 834 The Planing and Zoning Commission recommended to approve Rezone Application 69-20. Councilman Dalton made a MOTION to accept the Planning and Zoning recommendation and pass Ordinance 69-25 changing Dorothy Blank's lot 4D in the Decker Survey, Abstract 438 from "A" Residential to "F" Local Retail. Motion SECONDED by Councilman Thompson. Motion PREVAILED by the following vote: Ayes: Councilmen Thompson, Eidson, Dalton and Benedict. Noes: None ORDINANCE 69-25 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, -TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF DOROTHY BLANK FROM "A" RESIDENTIAL TO "F'' LOCAL RETAIL AND PROVIDING FOR A SAVINGS CLAUSE. 840 The Planning and Zoning Commission recommended to approve Rezone Application 69-21. Councilman Benedict made a MOTION to approve said application for a Specific Use Permit for the construction of apartments as per plans submitted, and to pass Zoning Amendment Ordinance 69-26 authorizing the Specific Use Permit. Motion SECONDED by Councilman Dalton. Motion PRE- VAILED BY the following vote: Ayes: Councilmen Dalton, Thompson, Eidson and Benedict. Noes: None 181. ORDINANCE 69-26 AN ORDINANCE AMENDING THE ZONING ORDINANCE AND THE ZONING MAP OF THE CITY OF GRAPEVINE, TEXAS, SO AS TO CHANGE THE ZONING DISTRICTS OF CERTAIN PROPERTY OF THOMAS FRENCH AND WM. WILKERSON TO "SPECIFIC USE ZONING DISTRICT:" AND PROVIDING FOR A SAVINGS CLAUSE. City Manager Floy Ezell, and Councilmen Dalton and Eidson are to study and make recommendations on an ordinance per- taining to gasoline and butane. J. C. Greener received approval of taking the Fire Department station wagon to College Station during the fire training school to be held during the week of July 21, 1969. Councilman Dalton made a MOTION for the City to request bids on a new garbage truck. Motion SECONDED by Councilman Eidson. Motion PREVAILED by the following vote: Ayes: Councilmen Benedict, Dalton, Thompson and Eidson. Noes: None City Manager Floy Ezell is to investigate possible ways of providing additional space in the City Hall. The filling of the vacancy on the City Council was discussed. A call meeting,,set for July 8, 1969 at 7:30 P.M. for this purpose. Councilman Benedict made a MOTION to appoint Joe S. Kennedy as a member of the Planning and Zoning Commission. Motion SECONDED by Councilman Eidson. Motion PREVAILED by the following vote: Ayes: Councilmen Benedict, Thompson, Eidson and Dalton.
