That the Code of Rul.es and Regulations of the �;:�, Dallas-Fort Worth Regional Airport, 1971 Edition, a copy of whiGh is on file in the Office af the City Secretary of the City of Grapevine, T�a s, be, and the sarne is hereby adopted and designated as the Code of Rules and Regulations of the Dallas-Fort Worth Regional Airport, such Code being made a part hereof as though the same were copied herein subject to Section 3 of this ordinance. SECTION 2. That the Code of Rules and Regulations of the Dallas-Fc��°t Worth RegianaJ. Airport shall only be effecti�e withi.n the bounds of the Dallas-Fort Worth Regional Airport which bounds are within the City �"� ' of Grapevine, This section is also subject to Section 3 of this ordinance. � SECTION 3, Provided however that nothing herein shall be deemed to waive, abbrogate or surrender the sovereign governmental power and authority and proprietary ability of the City of Grapevine to pass ordinances, to exercise its police power, and perform all necessary gavernmental and proprietary functions within the Gity Limits of the City of Grapevine, which Gity Limits presently encompass a part of the Da.11as-Fort Worth Regional Airport. > SECTION 4. It is hereby declared to be the intention of the City Council af the City of Grapevine that the sections, pa:ragraphs, sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of thi� ordinance shall be declared unconstitut3.ona1, such � unconstitutionality or invalidity sha],1 not affect any of the remaining phrases, ��, clauses, sentences, paragraphs or sections of this ordinance, since the same would have been enacted by the City Council without the incorparation in this ordinance of any �uch unconstitutional or invalid phrase, clause, sentence, paragraph or section. SECTION 5. Title � • This Code shall be entitled "The Code of Rules and Regulations , . - of the Dallas-Fort Worth Regional Airport Board," may be cited as such, and may be referred to as "this Code," or "the Code." . • ' � • . Section 3. Scope _ . The provisions of this Code shall constitute a special enactment of effect only within the boundaries of the Dallas-Fort Worth Regional • ! To the extent�of any conflict between the existing or future general � ordinances of any city and this Code, this Code shall prevail only within � ' the�boundaries of the Dallas-Fort Worth Regional Airport and not other- wise. ! • Section 4. (6) "Person" shall mean any individua2, firm, co-partnershzp, corporation, association ar company {iricluding any assignee, receiver, trustee ar simi2ar repr�sentative ther�af} or the United States of America or any forcign government or any State or palitical subdivisian thereof. �7) "Restricted Area" shall mean any portion of the A.i.rport to which no ingress is permitted except upon specific authorization by the Afrport Board, such area to be designated by signs. , {8) "Vehicular Parking Area" sha21 mean thase portians of the _ Airpori designated and made available tempararily or permanently by the Airpart Board for the parking of vehicles. (9) "Vehicle"' shall mean and include autamobiles, trucks, bttses, motorcycles, harse-dravrn vehicles, bicycles, pushcarts and i any ather device in or upan or by which any person or property fs or , rimay be transported,'carried, or dra�vn upon land, excepf aircraft and I railroad rolling equipment or other devices running only on stationary . rails or tracks. �, , Section S. General Law Governing � All of the provisions of Article 6701d of the Revised Civil Statutes , of the State of Texas, entitled "Uniform Act Regulating Traffic on Highways," . are hereby declared to be in effect on the Airport Roadways, as defined, ' . except insofar as the provisions of the said Article are changed by this " � Code under the authority of Section 28 of Article 6701d. - �'� • ' �I Section 2. TYaffic Control Instailations •� It shall be unlawful to disobey any traffic control device, sign, � signal, marking or insignia erected, installed or placed by authority of . ; • . "�'"�` i the Airport Board. Insofar as.possible, all such devices, signs, signais, . markings or insignia shall conform to the Manual and Specifications adopted � � . • by the State Highway Commission of the State of Texas, as set forth in . Sections 29 and 31 of Article 6701d of the Revised Civil Statutes of the . State of Texas'. . • Section 3. Any vehicle which is disabled or which is parked in violation . � hereof or �vhich represents an operational hazard at the Airport may be � remo��ed or towed a�vay and impounded, all at the operator's or owner's expense and without liability for any damage to the vehicle �vhich may ensue ' � from such removal or to�ving. Such expense shall be a lien against the � vehicle and payment in full therefor shall be a prerequisite to the reclaiming ( . . of the vehicle by the operator or owner. . (b) The method of disposition of abandoned or junked motor vehicles ' or other vehicles shall be as set forth in House Bill No. 1181, entitled . "Texas Abandoned Motor Vehicle Act," enacted by the Acts of the 62nd Legislature, 1971, Regular Session, insofar as same may be applied to . the operation of the Airport. Section 4. Special Use Zones «� The Aiiport Board may designate Areas or Zones at the Airport as �� "Restricted Areas," and may desiqnate areas fn which only vehicles of a • ' special kind or type shall be authorized to park, stop, stand or operate, . _ by posting signs to that effect, and it shall be unlawful for any person to - operate or drive any vehicle or park, stop or stand such vehicle in an - Area or Zone so designated unless such vehicle is the special kind or _ t type authorized to enter or park, stop or stand in such Area or Zone. i � ' � ' Section S. Such zones shall be designated with appropriate control devices, signs, signais, markings or insignia, � and no person shall park any vehicle in any such Passenger Loading Zone nor sha21 any person stop or stand any vehicle in a Passenger Loading Zone except to load or unload Passengers, and then only for the time limit • established by the Board and posted in such zone. Section 6. Loading Zones . • The Airport Board may, estabiish Loading Zones for the loading and unloading of material at the Airport. Such zones shall be designated , • with appropriate'control devices, signs, signals, markings or insignia, and no person shall stop, stand or park any vehicle in a Loading Zone other than for the expeditious unloading and delivery, pickup and loading of material. In no case shall the stop for loading and unloading of mater- ,e��� ials exceed the time limit established by the A.irport Board and posted in such Loading Zone. � . ' Section 7. Impeding Flow of Traffic • No person shall park, stop or stand a vehicle in any Airport Road- , way, Driveway, Ramp, Taxiway, Parking Area, Passenger Loading Zone, 4 Loading Zone or in front of or near any entrance or exit to any building , at the Airport so as to block, obstruct or impede the free passage of any vehicles or pedestrians. Gene�al - State Law � � • The provisions of this Chapter shall not be construed as limita- tions upon the civil or criminal laws of this State which are in full force and effect�vithin the areas under the control and jurisdiction of the Airport Board. � • � Section 2. Resfricted Areas . . (a) The Airport Board shall have authority to designate "Restricted ' Areas" within the Airport. - (b) It shali be ur�lawfui without specific authorization from the '"°�`� ' Airport Board, to enter or travel, in a vehicle or on foot, upon any area designated by the Airport Board as a "Restricted Area." � . (c) It shali be unlawful for any person who is upon any Restricted Area of the Airport to fail or refuse to produce proper identification upon the request of an Airport Public Safety Officer, or any other authorized repre- sentative of the Airport Board. . Soliciting . (a) It shall be unlacvful to solicit funds or anything of value for any purpose at the Airport without a permit from the Airport Board, and, , ' � to the extent of any operations outside the Airport boundaries, without a permit from any city in or through �vhich such operations are conducted if lawfully regulated by the ordinances of any such city. . (b) It shall be unlawful to sell or offe�r for sale any article or merchandise on the Airport without a permit, concession or franchise • from the Airport Board. . (c) It shall be un�awful to solicit any business or trade, including transportation of persons or baggage for hire on the Airport without a permit, . , �� concession or franchise from the Airport Board, and, to the extent of an Y x,.:,�� � o erations outside th Ai rt und ' w p e rpo Bo anes, ithout a license, permit or franchise from any city through �vhich said business or trade is conducted if lawfu2ly regulated by the ordinances of any such city. Destruction of Property � • It shall be unlawful to destroy, injure, deface, disturb, mutilate, uproot, tamper with or in any manner do harm in any �vay to any building, sign, equipment, marker or other structure, flower, tree, shrub, lawn or any other real or personal property on the Airport, whether public or private property. Section 7. Throwing of Objects . - (a) It shall be unlawful to throw any object from any terminal building or from any other buiiding or structure on the Airport. ' (b) It shall be unlawful to thro�v any object from any vehicle on the � Airport. Section 8. Litter It shall be unlawful to place, discharge or deposit in any manner ��� any litter, offal, garbage, trash, debris, junk or any refuse on the Airport, except at such places and under such conditions as the Airport Board may, �+wr . . - ' from time to time, prescribe. Section 9. Refusal to Pay for Services • � It shall be unlawful to utilize any toll facility, or to take or accept. - any goods or servfces from any concession, shop, restaurant, cafeteria, coin-operated mach'rne, or other business, on the Airport without remitting proper payment therefor. . , � . . � ; � • - � � ; _ . . � . � ie�r ' � , Section 10. Weapons and Explosives . �� It shall be unlawful to carry any prohibited weapon or explosive, as defined in the Penal Code of the State of Texas, on the Airport except „ • for officers specifically authorized by State or Federal Law to do so, or where same is done as a legitimate shipment of freight, or by a Permit from the Airport Board. Kites . Section 13. Organizations • a It shall be unlawful to conduct or artici ate in arades i � ) P P P . � • marches, patrols, demonstrations, assemblies, or to distribute pamphlets _ or other materials, or to carry or display signs, handbills or placards ' on the Airport, unless a Permit has been granted in response to a written request to engage in any such act3vity.
