The min.utes of the previous meeting was read and approved as read. A bid submitted by Mr. H. L. Higgens to install a 12.�,000 BTU, output, Janitrol Heater in the truck room of the new Fire Station, ct�mpletely insta2led, �ncluding thermastat, gas pipi.ng, electric wiring, etc. , for the total sum of �252. 10. If this unit can be _ installed in one day �l�..OQ for labor will be deducted from the ' price. A motion by Alderman Pirk2e, secanded by Alderman Deacan: to purchase the Janitrol Heating unit completely installed from Ivlr. H. L. Hi agens for the sum e�f �$252, lU. Mt�tion carr3.ed. Discussic�n was given on the Reserve Parking space at the south side of the Fire Stati�n. Fire Chief Greener was instructed to secure same prices an the fire equipment that needs repairs or replacement and submit them to the counci2 . A motion by A3derman DeaCOrt, secanded by 4lderman Parker to pa,y each fireman c�r city employee seven cents a mile for using their own cars in takinq care af city business. Motion carried. Mr, Mickey Koonce ,representina the Junior Chamber of Commerce , ask the City �Counci 1 to aive the 'fJaycees" the authority to operate and control the use of the C3vic Center for the youth and ather civic qroups or our community. The cauncil was assured that the building would be open for public use . The Jaycees presented plans to the counci2 far their proposed remadeling program they have for the Civic Center building if they receive sufficient dor�ations ta warrant such improvements . A motian by Alderman Deacan, seconded by A.lderman Harwell to �PProve givi.ng the "Jaycees" the autharity to control the operatfc�n of the Civ� Center and that a re�olution be passed so stating t�at the oper�,tion of Civic Center wi21 be turned over to fi.he Junior Chamber of Commerce and their method of aperation,etc. Mation carried. Discussion was given on persons securing a building permit before constructinn begins and if no permit is issued , the police will issue tickets for violating the City ordinance . A motion by Alderman Pirkle , seconded by Alderman Woods to approve building permit Ordinance 63-3 as follows: AN ORDIN�NCE PROHIBITING TH� REMODELING, FNLARGING, CHANGING THE SHAPE UF, CONSTRUCTING ADDITIONS 1U OR IN ANY 11�ANNER CHANGING THE EXTERI'7R APPEARANCE UF ANY PRESENT RESIDENCE, BUILDING, SHED, GARAGE, OR OTH�.R STRUCNRE UJITHIN THE CITY LIMITS OF THE CITY OF GRAPEVINE, TEXAS, WITHOUT FIRST OBT�IN- ING A YERMI T THEREFORM; REQUIRING TH�; APYIVIENT OF A PERNII T FEE; REc?UIRING THAT A COPY UF THE PERMIT BE POSTED AND EX- EMPTING CERTAIN BUILDINGS FRUM PERMIT FEES; PROVIDING A PENALTY AND DE�LHRING AN EIViERGENCY: Motion carried. Complete ordinance on file in City of Grapevine Oflficial Urdinance Book. A motion by Alderman Deacon, seconded by Alderman Pirkle to relieve 1�4r . Waters of his Police duties on or about February 21 , 1963 with two weeks pay in salary, also to hire Mr . James Hudson, of Borger, Texas, to replace Mr. Waters at a starting salary of $�350.00 per month plus a �10.00 per month expense allowance for his uniforms. Motion carried. A motion by Alderman Woods, seconded by Alderman Pirkle to approv e the appoint�ent of Mr. Ehrer.borg to assess the tax �s within the City on new structures and buildings that have been added during the year 1962, for the 1963 Tax Roll , with the School agreeing to pay one half of the cost of this work. Motion carried . The City Council desi4nated February 17 , 1963 as �pen House for the City �s new, City Hall , Fire Station, and Water Filtration Plant.
