The City Council met in regular session on the above date those
present were Mayor Woods, �ldermen Pirkle, Benedict, Huber, Parker,
and Va,ndeventer also present was the City Attorney Mr. Robert �cofieZd.
The Minutes of the pcevious meetings was read ar� �he word regulate
was to be used in the place of prevent in the seventh paragraph of
page one of the minutes dated May 21, 1963. With no other correctinns
the minutes of the m�etings was approved as read.
Alderman Vandeventer reported that the Fire Department would be
glad to render this service of filling swimming pools but they
would not want to charge for this service. The city could work
out the charge for the water.
The Mayor accepted the report of Alderman Vandeventer but no actinn
was taken on this matter.
Discussion was given on the duties, etc., of having a paid fireman.
Wind, Hurricane, and Hail insuranee was taken on the Fire Station
at a pYemium of $25.79 per year for co-insurance or at 8030 of the
cost of the building.
City Attorney Scofield explained the Ordinance he had �+rritten on
moving houses and buildings3n and thru the city. The council
took no action until further study could be given to the Ordinance.
Also Mr. Scofield gave several suggestions on how a Poo1 Hall may
be regulated by osdinances and he will have a� sample ordinance
for the council to sutdy at the next meeting. The City Attorney
was asiced to look into the valid3ty of the City Road Annexations.
Mr. Dennis Roberts of the Jaycees met with the council asking that
the city pay the cost of �a� the damage to a building of
$1b5.00 after a 3 ton Air Conditioner had been removed from the
building. The Air Conditinner wa►s given to the Jaycees if they
wo�ld repair the building after taking the Air Conditionex out. �`
They plan to use the �4ir Conditinner in the Civic Center.
The Council infor�ed Nh. Roberts that the city was expecting the
Jaycees to start with some o� the improvements on the Civic Center
Building that was agreedupon by the Jayce�s and City when the City
turned the operation of the �tvic Center ov�r to them to improve.
the building and operation. The City had no money authorized at
this time for Civic Center.

Mr. Hogan with Henningson, Durham, and Richardscx� - Engineers,
Planners, and Architects explain�d to �e council what a Master
Plan is and the advantages of having a Master Plan as a guide line
for the City to grown with. He explained the 70i plan that the
Fedezal Government takes part in pr�paring a Master Plan for a
City. The Gvv�rnment with an approved Engineer and Planner will :
pay 2/3 of the cost of having this work done. Mr. Hogan estiaeated
the cost of a master plan for the City of C�apevine to run arotind
$Z.00 to $3.00 per capita.
Secretary was to contact another engine�ring firm to talk with
the Council about a MAster Plan for the City.at the next meeting.
A motion by Alderman Pirkle, second�d by Alderman Huber to accept
Freese, Nichols, and Endress Engineers recommendations for a temporary
relief to the overflowing conditions of the sewer iine running
thru the Vilbrig Property. Motion carried by Aldermen Parker,
Vandeventer, Huber, Pirkle, and Bene�ict voting yes with no noes.
The Secretary was instructed to try to work out some kind of a
v�rbal agreem�nt with Mr. Ratcliff of the t�capevine Concrete Co.
in reference to the nurchase of the City �lley between his
property. If he needs the alley to con�truct a building so as to '
have enough park3ng space as is required-the City will probably sell
hia the alley at the current market price for land in that area.
A motion by Alderman Pirkle, �econded by Slderman Huber to 3eny the
request for a street light at the corner of W. Texas and Chu�ch
strest as there is a light at the cornez of Church Stre�t and
W. Wall str�et, also a street light in the center of the block
between W. Texas and W. Worth Street on Church Street, and s
street light at the corner of Qzruch Street and W. Worth Street.
Motion carried by Aldermen Bened3�:. t, Pirkle, Huber, Vandeventer,
and Parker voting yes with no noes. ;
Bids on the 1950 Chevrolet Panel was opened and are as follows:
1. Bobby Adams ----- $35.00
2. A. J. Thompsaai --- 35.00
3. Guy S. Benedict --- 2�.25
A motion by Alderman Pirkl�, seconc�ed by Alderman Benedict to reject
all bids and have the secretary to sell the Chevrolet Panel to the
highest bidder or the highest price offered for the Panel. Nbtion
carried by Aldermen Benedict�Pirkle, Huber, Vandeventer, and Parker
voting yes with no noes.
Mayor Woods appointed �lderman Benedict� Huber, and Pirkle to study
the activit3es of the Police Department.
Mayor Woods set Thrusday evening 7:30 P.M, on June 6, 1963 for a
called meeting of the council and all city �mployees for the purpose
o� explaining the city's organization�►1 plan to all employees.
No fu=ther business meeting adjourned. .
