That all of the recitals contained in the preambie of this ordinance are found to be true and are adopted as findings of fact by this governing body and as part of its judgment. � 1 3 � . 1 � ��'�M � � Section 2. It is further found and determined that the results of the election as canvassed �and tabulated in the preamble hereof reflect the expressed desires of the taxpaying electors, electors, and total all e�lectors (as such terms are defined in the preamble hereof. Section 3. That in conformity with law, this governing body is now authorized to issue the bonds on behalf of said City in the amounts and for the purposes mentioned in the propositions set forth in the proceedings calling the election with respect to propositions numbered 1 through 6. Section 4. That the City Council, as aforesaid, hereby finds that this Ordinance relates to the immediate preservation of the public peace, health or safety and is an emergency measure, the proceeds from the bonds herein authorized being required as soon as possible and without delay for necessary and urgently needed public improvements, and accordingly this Ordinance shall be and become effective immediately upon its adoption and execution. Dalton ) C. W. Vandeventer, City Secretary R. T. Eidson ) AI Harwell ) Councilmen ��'i Phi I I ip Parker ) � Lee R. Thompson ) � All of said persons were present, except the following absentees: Councilman A1 Harwell , thus constituting a quorum. Whereupon, among other usiness, t e following was transacted,to-wit: a written Ordinance bearing the foilowing caption was introduced: � AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, CANVASSING RETURNS AND DECLARING THE RESULT OF A BOND ELECTION HELD IN THE SAID CITY ON THE 23RD DAY OF NOVEMBER, 1971, AND DECLARING AN EMERGENCY. The Ordinance, a full, true and correct copy of which is attached hereto, was read and teviewed by the City Council. Thereupon, it was moved by Parker and seconded by Dalton � that said Ordinance be taken up and declared to be and considered as an emergency � measure, to take effect immediately, as recited therein. The Mayor put the motiort to a vote of the members of,the City Council and the motion oar'ried unanimously. � �'ha Mayor fhen declared the Ordinance to be an emergency. } � � � It was then movod by Eidson and soconded by Thompson � that the Ordinance be possed and adopted, to be in effect immediately according to its terms. The Mayor put the motion to a vote of the members of the City Council and the Ordinance was passed and adopted by the following vote: AYES: Councilmen: Dalton, Thompson, Parker, and Eidson. NOES: None. The Mayor then declared the Ordinance passed and adopted, and signed and approved the same in the presence of the City Council .
