The City Council met in regular session on the above date those
present were Myor Tip Johnson, aldermen Harwell , Matthews, Kaker,
Deacon and Hayward.
The minutes of the previous meeting �as read and approved as read .
Mr. Bill Hurst met with the Council asking the City to continue
black topping Forrest to the end of the City Lilmits or his property.
This street has been biack—topped as far as the road bed goes and
the city did not in this black—topping program prepare any road beds
or build any neW streets. Mr. Hurst stated th�t he had a house on
Forrest St. , lot 7 in Block 5 and two housefs on Lucas Dr, lots 1-2
in block 4 without city sewer service and he wanted his taxfs
lowered on this account, lbut he would not want on the City sewerage
until his septic tanks goes bad. Jim Hancock was to check and see
if sewerage could be gotten to his property. Also Mr. Hurst �anted
the sewer lines crossing his property on Ball St, near the creek
bed covered with dirt. Mr. Hurst says that he payed city taxts
twice on the sam e piece of property in one year and he had to pay
interest on the taxts that was turned over 'to an attorney for
co2lection. He says he has the receipts showing he paid these
taxts. The council informed �r. Hurst if he payed taxts on the
same piece of property in one year for him to bring his tax
receipts to the City Hall and his �one'y would be refunded . Al�o
Mr. Aurst was asked if the city could open up the natural drain
ditch on his proper�y to take care of the fwater drainage on
Lucas Dr. , he was not in favor of this unless tile was put in the
ditch. Also th�� Mr. Dick Lewis, county cornmissioner, had not
talked to him about this drainage problem.
Mrs Webster met with the council to continue the discussion on a
refunding contract for sewer lines to L'akewood A�res. An estir�te
submitted by Freese, Nichols, and Endress to d�termine the required
facilities to provide sanitar� sewerage service to Lakewood Acres
was gone over.
The estimated cost to have sewer lines within the addition proper
�will cost �20,392.71�. If the northeast corner of this addition
is not served due to the e�tra depth of the line to serve this
area, which exclude about ten or fifteen lots the cost would be
�12,8o2. I1.
The estimates for construction of the outfall main beginning at
the property line of the addition, including a sewerage lift
station would be �Z2,538.67. And if the entire drainage area of
approximately 103 acres is to be served the cost would be
�24,1�81.93. The City cotincil advised Mrs Webster they would
go into the �ewer refunding contr�ct with her on the outfall
lines and lift st�tion having it terminate the sa�me time her
water refund3ng contract terminates, same being January 1 , 1970.
Allthough the city has discontinued the policy of entering into
refunding cvntract, b�t as she had started this in 1954 they
would try to work out a refunding contrect. The amount of refund
to be worked out with Mrs W�bster if she decides to go ahead and
develop this area.

Mr. Glaver of the Lone Star Gas Co. met �ith the council and
sev�ra2 citi�ens r�questing gas s�rvice io their hQmes. Mr. G2�ver
explained the Gas companies policey on extending gas lines: He
st�ted thai they wo�id extend their lines 140t for each concumer and
if t�e consumer is more than 100 � frQm their existing line #he
consumer would have to pay the remaining cost of the line , but each
connection on this 2ine during lthe first year ihe person paying
for the lin� will be reimbursed for the cost of 100 � of line, the
second year he �i21 receiv� 90� of ihe c�st of ihe Iine, the ihird
y�ar he wi11 r�ctive 8�% af the ccast of the line, the faurth year
he wiii receive 74� of the cost Qf the line, and the fifth ye�r
he will recieve 603� of the cast of the line, their will be na .
refund after five years,
Bids were received on the construction of a mesh fence around t'�e

Freese, Nichols and Endress city engineers recommended that the
bid be awarded to B2€�e Bannet, Fence Co, as ihe lowest bidder.
A mo#.ion by alderman Deacnn, �econded by Aiderrnan Haywar�t to accept
the recommendati3�ns of Freese, Ni chals, and Endress and award the ,
job to Blue Bc►nnet Fence Co. , motion carried.

Mr, Paul B�rnes discussed with the cauncil the drain�ge of Texa�
Street by his property, The council infarmed Mr. Barnes they would
have Uvalde Construetion Go. to look intca this.
A petition for annexatic�rz by Ger�ld K. Reed �s praperty a2ong
E. Northwest Hu►�r 114 was presented. A motion by Alderman Mathews,
secc�nded by A2cierman Kaker tc� accept this petiti�n c►f annexatfon,
Motion carried. Ordinance 1Va. 61-23
Pl�ns for dredging out the Lake by the Anchor wss presertted by
Robinsc►n-Telford for approva2 by the City. A mation by Alderman
Deacon, seconded by Alderman Hayward tc► apprave the p2ans sub,�ect
to final ap}�roval of the Corps of Engineers, motion carried.
Council was nat ir� favor of u�eing the Civic Center c�n a commerical
basis, to reni, lease, or pay an a percentage basis to any4ne to
us�.

Audit�rs for the ysar ending September 30, 1�61 was to be checked
on by wark they haue done in ather towns.
The pr�posed budget for 19b1-62 was gane over by the council and
a Motfon by Alde�ffian D�ac�n, seconded by Alderman Harwell to approve
the Budg�t as was s�brnitted , moti�n carried. Copy of the budget is
attached .
A moti�n by Alderman Kaker , seconded by Aiderman Deacon that
mernbers of t�e Fire Dept, be allowed credit for iheir minimum w�t.,er
and sewe charge each month, ef��ctive with the next billing period.
Motion carried. A1so Fire Chief Greener was to be written a letter
exp2aining this crec�it. In i9��, the time that this ailowar�ce was
granted the total credit allawed amounted to �6.30 per month for each
fireman. N4w each fireman will receive his garhage pick-up ��rvice
free and wi i l receive 3000 gallons of water and hi s sewer a�btacx$a M�NiMM�
