HomeMy WebLinkAbout1960-11-01 Regular Meeting - i � November 1 , 1960 The City Council met in regular session on tl'ie above date those present were Mayor Tip Johnson, Ald�rman Travis Matthews, A1 ', Harwell , Floyd Deacon, Ed. Hayward, and Harold Kaker. � I i The minutes of the previous meetings was read and approved. � A motion by Alderman Matthews, seconded by Alderman Hayward to 2 change the regular meeting night of November 15, 1960 to � November 10, 1960, for the month of November only, �,".otion carri�d . � This was to be put in the Grapevine Sun for the public . � The proposed factory that wants to come into GrapevinE and locate % on the tract of land just south of N. C. B�ggers place on SH �� 157, same being the land of Mr. � H. E. Myers, wants this land if I brought into the City Limits zoned to "L" First Manufacturing � District, The Planning and Zoning board approved this zoning � and the �ritten approval of the Zoning board is attach�d. Also the tract of Mr. L. B. Bowen was to be zoned to the "L" � First Manufacturing District, the description of these tracts ' are as follows : Beginning at a stake in the Southeast line of Highway 157, ! being Highway from Grapev�n.e to Arlington, said stake being i the Southwest ���€x���t corner of a tract of larid as conveyed ' by Deed dated September 5, 191�.0 , from E. P. Williamson and ; wife , Florine Williamson to D. H. Biggers , and recorded tn 'I Vol . 11�50, page 175, Deed Records of Tarrant County, Texas; said point being in the South line of said Ambrose Foster Survey a distance of 658.6 varas West of the Southeast corner of said A. Foster Survey; THENCE North 35 degrees East along the Southeast line of I said Highway 157, a distance of 632. 1 feet to a pipe for � corner; THENCE South 55 degrees East a distance of 217. 8 feet to a pipe for corner; THENCE South 8 degrees 57 minutes West a distanc� of 394• 8 fe�t to a stake for corner in thesouth line of said A. Foster Survey; THENCE South 89 degrees L�.O minutes West a distance 480 f�et to place of beginning; The description of the L. B. Bowen tract is as follows: Beginn�hng 1201 varas east of the Northwest corner of the J. B. Fay 5urve�, THENCE South 3!� W. 578 varas along the east right-of- way of SH 157 to the intersection of County Road 3030. TNENCE east along the north riaht-of-way line of County Road 3030 - 511 varas to the intersection of County Road ?008, THENCE north along west right-Cf-way line of County Raod 3008, 475 varas to an iron, THENCE west 181 varas to the place of beginning. ! ! � � Mr. Bob Nichols discussed with the Council the bid prices, for laying Sewer and Water lines in Dellwood Acres and Sunshine Harbor, by the Natkin 8 Co. . Mr. Nichols advised that the lay- ing of the water li�nes in Dellwood Acres and laying the water and sewer lines to Sunshine Harbor was in line with the current prices. The sewer llne in Dellwood Ac�es �was much higher than the City has ever payed before, but the rock and deep cuts would have something to do with effectin� the prices, but it might be adviseable to ask for bids on all of this work. A *��tion by Alderman Hayward, seconded by Alderman Harwell to advertise for bids on water & sewer lines to Dellwood Acres and Sunshine Harbor Mot3on carried. . Mr. Telford of the Rod 8 Reel subm�itted plans to the City for their approval on a resturant, minnow house , and a pump house to be built. A motion by Alderman Kaker, seconded by Alderman Hayward to accept these plans sub,ject to the final approval of the Corp of Engineers, Motion carried. Mr. Telford ask the City to ad•vise him of some place he may dispose of trash and debris that was left at his place by the previous owner. Mr. Telford was advised he could dump this . trash in the public dumping grounds near Carrollton. Alderman Hayward was to advise him of the exact location. If this could not be done the Mayor will assist in finding a location to dispose of the trash. Southwestern States Telephone representives, Mr. Esslinger and Mr. Allen, discussed the finanical statement of the Telephone Co. with the council in reference to a rate increase they are asking for their Company. A motion by Alderman Deacon, seconded by Alderman Alderman Harwell that the council would agree to submit to the Tele�hone Co._ by the lst Tuesday night in Dec- ember, same being December 6 , 1960 , a rate proposal for the Telephone Co. to consider of which they may put into effect January 6, 1961 , Motion carried. Discussion was given on taxation of the property of the Lancaster �s and Hillts, and other property to be brought into the City which may be serviced by extending the City water and sewer lines to a part of the tract, and this part of the tract to be taxed differently from the other part of the tract. Mr. Cooley, T�x Consultant and City Tax Appraiser, was to be • contacted on this and get his ideas and views along these lines, and the City to try to establish a policy to go by. A motion by Alderman Deaonn, seconded by Alderman Hayward to sell a portion of Church Street back to the abutting property owners if they will stand all of the expense of drawing up the deeds, etc. . This portion of Church strett more fully described �. , i '� �� ' I as abutting to Lots 1 ,2; b 3 of Block 2 of the Grapevine Survey. , The street specifications, agreements, etc. for letting contracts j to rework and resurface the streets was reviewed. The specificat- I ions was approved by the Council and also met with the approval � of the City Engineer, Mr. Bob Nichols, bids received 11-10-60. i A motion by A�derman Harwell , seconded by Alderman Deacon to j order the culvert tile needed to repair and reworl� existing • � bridges before the stre�t work begins. Motion carried. � In reference to setting adefinite percentage of assessments �, and tax rate for 1961 at 1 this time could not be done as the ; City is unable to determine the needs or requirements at this � time for tax monies. ' ' A motion by Alderman Harwell , seconded by Alderman Matthews ' to pay tipscomb 8� Morris for their service rendered in sur�r eying • � alleys in Block 1L�., Yates S' Jenkins Addition, and dividing into , four tracts, In the amo}�nt of �75.00, motion carried.
