I The regular meeting af the City Council af the City of Grapevine was held December 7, 1954 with the fallowing member� present: Mayar H. M. Cosnahan; Alderman Jae Box, J. J. Daniel, Bill Gu�st, E. M. Pair, ; ,, and R. F. Shelton; Secretary Hugh Millican. ' � ! Minutes of the meetin�; of Nov�mber 16, 1954 were read and approved. Fire Ch�.ef J. C. Greener presented a bill from B. 0. Cox for labor and materials for installing fire siren. Cauncil had approved �75fl.� far complete wark. Tatal cost of labor and materials was �$$02,06. Alder- ���' �� man Sheltan maved that the additional �52.Ob be authorized far this use and the bill �e a2lawed. Motian seconded by Alderman Bax and { pa�sed by votes � t r�sa-Q� Bills on the followin�; page were allowed for payment . � � Alderman .Box moved that effective January 1, 1955, the angle parkirg � �4�,q1 on west side of Main Street be eliminated and the area designated for paralle2 parking. Motion secanded by Alderman Guest and passed, 5-0.. A�derman Daniel introduced and moved the adoption of the following ; Ordinance : Ard ORDINANCE CREATING A PLANAiIr?G AND ZONING COI�'�'CISSION FOR �' THE CITY OF GRAPFVI"�E, TFXnS, AND PRFSCRIBING TNEIR F0:�7FRS AND DUTIFS. � BE IT ORDAINED BY THF CITY COUNCIL OF THE CITY OF GRAPFVINE, ' � T_T±�XAS: � , � � Sectian l. That there is hereby created and established for the ! City af Grapevine Texas , a Planning and ?r�n�ng Co�rYnission, which shall be camposed ci� 6 members. The members �ha11 be resident citizens, tax- ;' payers and c�ualified voters of the �ity, all of whom shall be appointed ! by the Mayor subject to confirmation b;T the Governing body, to serve � for terms of 3 years. All vacancies shall be filled for the unexpired j term in the same manner as provided f.or the ariginal appointments. Al1 � expired terms shall be filled for terms as provided for the original appointments and in the same mann er. I�ernbers of the Commissian may be � removed by the Mayor, with the cansent of the Gaverning Body, after public hearing and far cause assigned in writing. The members of the i, Commission shall �erve wi�Ghout compensation, The bZayor shall be an ! ex officio member of �he cammissian. i Sectian 2. The Planning and Zoning Commission shall elPCt a ' Chairman and Vice Chairman from its membership and shall have power to employ such qualified persons as may be necessary far the proper conduct and undertakings af the Co�nission and to pay for their services and such other necessary expenses, pravided that the cost of such services and expenses sha21 not exceed the amount apprflpriated by the governing body far the use of the Commi�sion. It shall also have the power ta make rules, regulations and by-laws for its awri government, which shall i conform a� nearly as possible wi�h thase governing the City Council and � � sarne shall be subject to approval by such Cauncil. Such by-laws shall include, amon� other items, pravisions far: (a} regular and �pecial meetings, open to the public ; (b) records of its praceedings, to be apen for inspee�ion by the public ; ( c� reporting to the governing body { a � �� � :�.r � � � ' and the public, from time to time and annually; and (d) for the holding of { public hearings on its recommendations. Section 3. The Planning and Zoning Commission shall have the ; � power and it shall be its duty to make and recommend for adoption a master ` plan, as a whole or in parts, for the future develop�ent and redevelopment � of the municipality and its environs and shall have power and it shall be its dut� to prepare a comprehensive plan and ordinance for zoning the '; city in accordance with Chapter 2$3 , Acts of th e Re�;ular Session of the Legislature, 1927, (Arts. 1011A to 1011J , R. C. S. � .
