HomeMy WebLinkAboutORD 1966-037 ORDINANCE NO. 66-37 AN ORDINANCE CREATING THE FIRE DEPARTMENT; PROVIDING , FOR THE APPOINTMENT OF A CHIEF; DUTIES, RULES AND REGULATIONS AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY OOUNCIL OF THE CITY OF GRAPEVINE, TEXAS: SECTION I. � �EPARTMENT CREATED: There is hereby created a Fire Department which shall consist of a Fire Chief and such other employees as may be hired by said City Manager. SECTION II. RANK: The Cbief of the Fire Department, commonly referred to as the Fite Chief, shall be the chief administrative officer of the Fire Department. The Fire Chief or the Fire Depart�aent may appoint other officers and members as may be deemed necessary. SEGTION III. DUTIES: The Fire Chief shall perform such duties as may be required of him by the Council. The Fire Chief shall be appointed by the City Manager , with the approval of the City Council, for an indefinite term. The Fire Chief shall be fully responsible tothe City Manager for the administration of his Department. He May be removed from Of'fice by said City Managez, with the approval of the City Council. The Fire Chief shall keep such records and make such reports conceYning the activities of his Department as may be required by Statue or by the �°w City Manager. He shall be responsible for the performance of the Fire Department and of its functions and all persons who are members of the � Volunteer Fire Department. The Chief shall be responsible for the control and custody of all Fize Department property and equipment. It shall be the duty of the members of the Fire Department to provide for the immediate answering of all fire calls and to fight all fires in the best and most modern available methods. Members shall see to the care and maintenance of all fire fighting equipment and have such equipment in constant workable condition at all times. , SECTION IV. FIRE PREVENTION: Every possible action shall be tatcen by the members of the Fire Department to eliminate fire hazards and to provide fur fire prevention methods and operations within the Municipality. SE�CTION V. VOLUNTEER MEMB88S : Any volunteer members of the Fire llepartment shall conduct themselves in the same manner and under the same rules and regulations as regular paid members of the Department. They shall re- spond to all fire calls of the Fire Department and they shall attend all meetings and drills of the Department. '"° '' SECTION VI. - RULES AND REGULATIONS: The Department shall adopt rules and regulations r,�„ for the transaction of its business and conduct of its operations, which ,r� shall become effective upon submission to and approval by the City Council. Such rules and regulations shall not be in conflict with the law or with any other provision of this Code. Neither the Depaztment nor any of its members shall at any time in any way whatsoever interfere with the performance of duties on the part of any fireman employed by and on the payroll of the City. COMPENSATION: Firemen may receive such compensation as may be fixed by the City Council. � SECTION VIIT. f DECL,ARING AN EMERGENCY: It being necessary for the public welfare that '�' this ordinance be now passed, creates an emergency and public necessity that the rule requiring this ordinance be read on two several occasions be waived, because the (ity at the present has no regulations for Fire Departmen��.administratior�. This ordinance shall accordingly, be now passed on,�its second and final reading to its passage and the same shall be in full force and effect from and after its passage and approval.
