D POSTED • § DAY OF i • t •' • f 1 ik t � * � 1�1 9 i A III I I WOWS) U.012 0 VArl ON The Board of Zoning Adjustment for the City of Grapevine, Texas met in regular session, June 6, 1988, at 6:00 P.M., at 307 West Dallas Road, in the Council Chambers, #205, Grapevine, Texas, with the following members present to wit: Don Bigbie Robert Hinson Charles Giffin Gerald Thompson Timothy Hobbs Becky Swann Rayrmnd Truitt Chairman Vice-chairman Secretary Member Member lst Alternate 2nd Alternate constituting a quorum, with City Council Representative, Gil Traverse, and Chris Caso, Assistant Attorney with the City Attorney's Office present. Also present was the following City Staff: H. T. ( Tammy) Hardy Director of Commmity Development Joy Carroll Administrative Aide Gerrie Taylor Administrative Secretary aw-amn Chairman, Don Bigbie, called the meeting to order at 6:05 P.M. Since the applicant was not yet present, Chairman Bigbie changed the order of the agenda to consider the minutes first. 10101111y BOARD • ZONING ADJUST ICI T TO CONSIDER THE MINUTES OF THE MAY 2, 1988 MEETING. Charles Giffin made a motion to accept the minutes of the may 2, 1988 meting as written. Robert Hinson seconded the motion which prevailed by the following vote: Ayes: Bigbie, Hinson, Giffin, Thompson, Hobbs Nays: None Absent: None Charles Giffin asked Tbniny Hardy if the new Mobile sign, located at William D. Tate and Highway 114, had too much changeable copy. Tommy Hardy explained that the Mobile tract was part of a planned center, and their signage was all approved as part of the planned center. Mr. Hardy also explained that more than 30% of changeable copy can be requested as part of a planned center. The first item of new business was for the Board of Zoning Adjustment to consider BZA 88-13, submitted by Belmont Homes who is requesting variances for the Banyan Place Addition located west of North Main, east of Scribner Street and North of the Safeway Store. Banyan Place was platted before the present zoning in 1984 as "R-TH", Townhouse. Belmont Homes is requesting a zone change to "R-5.0", Zero Lot Line, which the City Council and Planning and Zoning Commission approved the 1st reading. The 2nd reading will be contingent on the approval of the variances requested tonight. Joy Carroll stated that Staff recommends approval to the requested variance to Grapevine Zoning Ordinance 82-73, Section 16.G.5 which requires 100 foot lot depths for Lots 4, 5, 12, 13, 16, 17, 18, 19, 20, 21, 22, 23, Block 1, and Lots 3 and 4, Block 2, of the Banyan Place Addition. The special condition acknowledged by Staff is that the development is being upgraded, and the density is being reduced. Staff also reconvends approval to Grapevine Zoning Ordinance 82-73, Section H, which requires a 40 foot buffer strip for Blocks 1, and ff adjacent to residential districts. BOARD OF ZONING ADJUSTMENT JUNE • 1•88 PAGE 2 After further discussion, and with no one else to speak either for or against the request, Charles Giffin made a motion to close the Public Hearing. Tim Hobbs seconded the motion which prevailed by the following vote: Ayes: Bigbie, Hinson, Giffin, Thompson, Hobbs Nays: None Absent: None After further discussion, Charles Giffin made a motion that a special condition does exist. Gerald Thcmpson seconded the motion which prevailed by the following vote: Ayes: Bigbie, Hinson, Giffin, Thompson, Hobbs Nays: None Absent: None Charles Giffin moved that the special conditions that exist are as follows: the streets and utilities are already in place; the previous zoning which is less desirable; and the zoning that is requested is an improvement in zoning. It is considered that those conditions warrant the necessary variances to the lot depth as well as the buffer strip, and based on that special condition, Member Giffin made a motion to grant the variances to Grapevine Zoning Ordinance 82-73, Section 16.G.5, for the lots and blocks listed and to Section 16.H, for the buffer strips. Gerald Thompson seconded the motion which prevailed by the following vote: Ayes: Bigbie, Hinson, Giffin, Thompson, Hobbs Nays: None Absent: None ADJOURNMENT With no further discussion, Tim Hobbs made a motion to adjourn the meeting. Robert Hinson seconded the motion which prevailed by the following vote: Ayes: Bigbie, Hinson, Giffin, Thompson, Hobbs Nays: None Absent: None PASSED AND APPROVED BY THE BOARD OF ZONING ADJUSTMENT OF THE CITY OF GRAPEVINE, TEXAS ON THIS THE DAY OF 1988.
