OR rFw •' ! ! s) 10 I 00p N, Wa's V I N—I.'Orolkt�Al 11 NO The Board of Zoning Adjustment for the City of Grapevine, Texas, met in regular session on Monday evening, December 11, 1989, at 6:00 P.M., in the Council Chambers, Room #205, 307 West Dallas Road, Grapevine, Texas, with the following members present to wit: Charles Giffin Chairman Becky Swann Vice -Chairman Gerald Thompson Member Patti Bass 2nd Alternate constituting a quorum, with Member Raymond Truitt absent. Also present was City Council Representative, Gil Traverse, and the following City Staff present to wit: H. T. {Tammy) Hardy Director of Community Development Joy Carroll Administrative Aide Greg Wheeler Assistant Building Official Marcy Ratcliff Planner Adrienne Leonard Attorney, City Attorney's Office Gerrie Anderson Administrative Secretary � �66 I �9.1 Chairman Charles Giffin called the meeting to order at 6:05 P.M. Originally scheduled for December 4, 1989, the meting was not held that date due to lack of a quorum. NEW BUSINESS BZA 89-37, HANOVER, INC. The first item of new business was for the Board of Zoning Adjustment to consider BZA 89-37, submitted by Hanover, Inc., who is requesting variances to Grapevine Zoning Ordinance 82-73, Section 60.B.2.c. (4) which allows a maximum 14 inch sign cabinet depth. A 22 inch variance is needed to allow 36 inches, and to Section 25.G.4 which requires a 20 foot buffer yard for "CC", Community Commercial lots not part of a Planned Commercial Center. The request is in conjunction with a Conditional Use Application 89-15, for Lots 1-R, 3, 4 and 5, Block 1 of the Towne Center Addition. Mike Bailey, with Hanover, Inc., 1918 North Arbor Oaks, Grand Prairie, Texas, took the Oath of Truth. Mr. Bailey explained the reason for the request for the 20' buffer to be removed, was to allow the new center to abut the existing Walmart so it will tie in with the new shopping center. Also Mr. Bailey explained that with the buildings being separate, there would be a problem with trash and loitering between the buildings. Mr. Bailey explained the 40' sign will be for Luby's, and will only be allowed on the Highway 114 side. The total cabinet size will be 280 square feet. With no one else to speak either for or against the request, Becky Swann made a motion to close the Public Hearing. Gerald Thompson seconded the motion which prevailed by the following vote: Ayes: Giffin, Swann, Thompson, Bass Nays: None Absent: Truitt Tcmiiy Hardy noted that having the shopping tie in to Walmart was also planned when Kroger was planning on building at that location. He also noted that a fire wall would be required. After further discussion, Becky Swann made a motion that a special condition existed for the sign variance. Gerald Thcmpson seconded the motion which prevailed by the following vote: Ayes: Giffin, Swann, Thompson, Bass Nays: None Absent: Truitt Becky Swann made a motion that the special condition was the need to be able to enter the sign for maintenance and to grant the variance to BOARD OF ZONING ADJUSTMENT DECEMBER 11, 1989 PAGE 2 Grapevine Zoning Ordinance 82-73, Section 60.B.2.c. (4) which allows a maximum 14 inch sign cabinet depth (a 22 inch variance). Gerald Thompson seconded the motion which prevailed by the following vote: Ayes: Giffin, Swann, Thompson, Bass Nays: None Absent: Truitt Becky Swann then made a motion that a special condition did exist for the variance to the buffer requirements, which would be keeping with the original site plan, and to grant a variance to Grapevine Zoning Ordinance 82-73, Section 25.G.4 to waive the 20' buffer yard for "CC", Community Commercial lots, not part of a Planned Commercial Center. Gerald Thompson seconded the motion which prevailed by the following vote: Ayes: Giffin, Swann, Thompson, Bass Nays: None Absent: Truitt . . ':• • I , Itakiffolla- - The last item of new business for the Board of Zoning Adjustment to consider was BZA89-38, submitted by Pulte Homes Corporation of Texas, who is requesting a variance from Grapevine Zoning Ordinance 82-73, Section 60.B.I.c which requires development signs be removed within 4 years or whenever 90% of an "R-7.5", Sinqle-Family Subdivision is developed. The subject development sign located at 4701 Glenbrook Drive, Lot 1, Block 4, of the Glade Crossing 1A Subdivision was considered July 6, 1987, as BZA87-47; and a variance was approved to allow all four (4) sections of Glade Crossing south of Hughes Road to be treated as one phase. 90% of that area is developed; and that variance has expired. Deborah Gray, Advertising Manager for Pulte Homes was present at the December 4, 1989, meeting but was not present at tonight's meeting. Joy Carroll stated she did notify property owners, but received no correspondence. Tommy Hardy explained that his Department had the administrative task of monitoring the numbers of developed and undeveloped lots since the former variance was approved to determine when it should be removed and that the sign could easily be used for other advertising if not removed. With no one else to speak either for or against the request, Becky Swann made a motion to close the Public Hearing. Gerald Thompson seconded the motion which prevailed by the following vote: Ayes: Giffin, Swarm, Th son, Bass Nays: None Absent: Truitt After further discussion, Becky Swann made a motion to deny the variance to Grapevine Zoning Ordinance 82-73, Section 60.B.1.c. Patti Bass seconded the motion which prevailed by the following vote: Ayes: Giffin, Nays: None Absent: Truitt FATANNTFIRN, Uri 5 NA With no further discussion, Gerald Thompson made a motion to adjourn the meeting.
