ACTS OF THE 61ST LEGISLATURE, REGULAR SESSION, THE BOARD OF ZONING
ADJUSTMENT REGULAR METING AGENDA WAS PREPARED AND POSTED ON THIS THE 29TH

The Board of Zoning Adjustment for the City of Grapevine, Texas, met in
regular session on Monday evening, July 2, 1990, at 6:00 P.M., in the
Council Chambers, Room #205, 307 West Dallas Road, Grapevine, Texas, with
the following members present to wit:

Gerald Thompson
Patti Bass
Raymond Truitt
John Dorety

constituting a quorum, with 1st Alternate, Andrew Quinn, absent. Also
present were City Council Representative, Gil Traverse and the following
City Staff:

Gerrie Anderson Administrative Secretary
Chairman, Charles Giffin, called the meeting to order at 6:07 P.M.
Chairman Giffin announced that the oath of Office and Election of Officers
would be postponed until a later meeting. Before the Oath of Office can be
administered, a State of Appointed Officer form has to be signed and
mailed to the Secretary of State for filing.

The first item of new
business for the Board
of Zoning
Adjustment to
consider was BZA 90-21,
submitted by Michael R.
Holehouse.
Mr. Holehouse
is requesting a variance to Grapevine Zoning
Ordinance
82-73, Section
42.6.3, Supplementary District Regulations relative to a six foot side and
rear yard setback for
accessory structures.
The variance is for his
residence located at 1404
Briarcrest Drive.
Greg Wheeler announced that Staff recommends this case be tabled until the
next regular meeting because it was not fully advertised. Mr. Holehouse
had no objection to the case being tabled.
Gerald Thompson made a motion to table case BZA 90-21 to the next regular
meting. Patti Bass seconded the motion which prevailed by the following
vote:
Ayes: Giffin, Thompson, Bass, Dorety
Nays: None
Absent: Truitt, Quinn
BZA 90-22, DAN MCGUIRE
The next item of new business for the Board of Zoning Adjustment to
consider was BZA 90-22, submitted by Dan McGuire. Mr. McGuire is
requesting a variance to Grapevine Zoning Ordinance 82-73, Section 31.B.4,
"LI", Light Industrial Zoning District regulations which requires at least
a seven foot (7') blind fence or wall provided that no materials stored
shall be stacked higher than one foot (V) below the top of the fence or
wall. Section 50.3.5, Screening, (Alternate E) states "Screening Alternate
E shall consist of a solid wood fence to a minimum height of six feet (6')
measured from the average grade of the nearest property line of the
property adjacent to that on which the screening is required". Mr. McGuire
is requesting that the existing chain link fence be allowed to remain as it
is, and to totally waive the screening requirement for 1065 E. Northwest
Highway.

Raymond Truitt arrived at this time • the meeting.
After a lengthy discussion on the visibility of the property and the
improvements that Mr. McGuire would be making to the property, Gerald
Thompson made a motion to close the public hearing. Patti Bass seconded
the motion which prevailed by the following vote:
Ayes: Giffin, Thompson, Bass, Truitt, Dorety
Nays: None
Absent: Quinn
Patti Bass expressed that she feels the front of the property needs to be
screened because of the buildings being seen from Highway 114.
Mr. McGuire explained that eventually he would be able to fence the front
of the property.
There was also concern from the Board members about the neighbor on the
south side of the property and expressed they would like to see shrubbery
or fencing along that side.
After further discussion, Raymond Truitt made a Motion to deny the
variance. John Dorety seconded the motion which prevailed by the following
vote:
Ayes: Bass, Truitt, Dorety
Nays: Giffin, Thompson
Absent: Quinn
The last
item of new
business was for the
Board of Zoning Adjustment to
consider
BZA90-23, submitted by Mr. David
Lynde, who was requesting a
variance
to Grapevine
Zoning ordinance 82-73,
Section 42.C.3, Supplementary
District
Regulations,
relative to a six
foot setback requirement for
accessory
structures.
A three foot variance
was requested for his property
located at 1077 Winding Creek Drive West.
Since the filing of the application, Mr. Lynde has determined that a
variance should not be necessary if his retaining wall is removed to enable
the swimming pool's construction three feet in from the side property
line.
Mr. Lynde was not present and there was no one else to speak either for or
against the variance.

The last item of business was for the Board of Zoning Adjustment to
consider the Minutes of the May 7, 1990, meeting.
With no corrections, Gerald Thompson made a nation to approve the minutes
of the May 7, 1990, meting. John Dorety seconded the motion which
prevailed by the following vote:
Ayes: Giffin, Thompson, Bass, Truitt, Dorety
Nays: None
Absent: Quinn

Joy Carroll announced to the Board that after the August Board of Zoning
Adjustment meting, there will be a workshop scheduled with the City
Attorney's office to discuss procedures of the Board.

With no further discussion, Gerald Thompson made a motion to adjourn.
Patti Bass seconded the motion which prevailed by the following vote:
Ayes: Giffin, Tharpson, Bass, Truitt, Dorety
Nays: None
Absent: Quinn
The meting was adjourned at 7:30 P.M.
