SUBJECT: APPROVAL TO RENEW AN ANNUAL CONTRACT RFB 318-
2009 FOR THE PURCHASE OF WATER TREATMENT
CHEMICALS
RECOMMENDATION:
City Council to consider approval for the renewal of annual contracts for RFB 318-2009
with Brenntag Southwest, Inc. who acquired Altivia Corporation on December 31, 2012,
Fort Bend Services, Inc., Harcros Chemicals, DPC Industries, Inc. and Univar USA for
the purchase of water treatment chemicals.
FUNDING SOURCE:
Funds are available in account 200-42205-531-2 (Utility Enterprise Fund/Grounds
Maintenance/Water Treatment) and 200-42205-530-2 (Utility Enterprise Fund/Grounds
MaintenancelWa ate water Treatment) in the estimated amount of $488,000.00.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subehapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in
the Fort Worth Star-Telegram on April 9, 2009 and April 16, 2009. The bid was opened
publicly on April 24, 2009.
The purpose of this bid is to establish fixed annual pricing for various water and
wastewater treatment chemicals used for the daily operations of the water and
wastewater treatment plants. If approved, this will be for the fourth and final renewal
option available.
Based on the evaluation oft bid by Purchasing and the Public Works Department, it
was determined the award be made to each vendor for the items they submitted low
bids on. Brenntag Southwest, Fort Bend Services, Inc., Harcros Chemicals have agreed
to renew with no increase in pricing. DPC Industries, Inc. and Univar USA have agreed
to renew with an increase in pricing from 4% to 8% due to increases in transportation
and raw materials used in the manufacturing of the products they were awarded.

Brenntag Southwest, Inc., Fort Bend Services, Inc., Harcros Chemicals, DPC Industries,
Inc. and Univar USA have provided these products in the past with successful results.
Staff recommends approval.
