HomeMy WebLinkAboutPZ Item 11 - MinutesSTATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular Session on this the 20th day of January 2015 in the Planning and Zoning Conference Room, 200 South Main Street, 2nd Floor, Grapevine, Texas with the following members present -to -wit: Larry Oliver Chairman Herb Fry Vice Chairman B J Wilson Member Monica Hotelling Member Beth Tiggelaar Member Gary Martin Member Theresa Mason Alternate constituting a quorum with Jimmy Fechter and Dennis Luers absent and the following City Staff: Ron Stombaugh Albert Triplett, Jr. Susan Batte Development Services Asst. Director Planner 11 Planning Technician Chairman Oliver called the meeting to order at 7:03 p.m. ITEM 1. Chairman Oliver announced the Planning and Zoning Commission would conduct a work session relative to the following cases: CU14-45/PD14-03 THE GATEHOUSE IN GRAPEVINE HL14-07 705 EAST TEXAS STREET HL14-08 622 ESTILL STREET K01MMAffETIN Mayor Tate called the meeting to order at 7:32 p.m. in the City Council Chambers. Items 2-5 of the Joint Public Hearings were held in the City Council Chambers. The Planning and Zoning Commission recessed to the Planning and Zoning Conference Room, Second Floor to consider published agenda items. PLANNING & ZONING COMMISSION JANUARY 20, 2015 Chairman Oliver called the Planning and Zoning Commission regular session to order at 7:43 p.m. NEW BUSINESS ITEM 6. CONDITIONAL USE APPLICATION CU14-45 THE GATEHOUSE IN GRAPEVINE First for the Commission to consider and make recommendation to City Council was conditional use application CU14-45 submitted by John Fegan for property located at 670 Westport Parkway and platted as Lot 1A, Block 1, The Gatehouse in Grapevine. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU12-33 (Ord. 12-39) for a non-profit organization to be utilized as a women's shelter, specifically for the addition of a 1,683 square foot chapel, a mail kiosk, additional parking and a community center deck. In the Commission's regular session, Theresa Mason moved to approve conditional use application CU14-45. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, Martin, Tiggelaar and Mason Nays: None ITEM 7. PLANNED DEVELOPMENT OVERLAY APPLICATION PD14-03 THE GATEHOUSE IN GRAPEVINE Next for the Commission to consider and make recommendation to City Council was planned development overlay PD14-03 submitted by John Fegan for property located at 670 Westport Parkway and platted as Lot 1A, Block 1, The Gatehouse in Grapevine. The applicant was requesting a planned development overlay to amend the previously approved site plan of PD1 2-06 (Ord. 12-40) for a non-profit organization to be utilized as a women's shelter, specifically for the addition of a 1,683 square foot chapel, a mail kiosk, additional parking and a community center deck. In the Commission's regular session, B J Wilson moved to approve planned development overlay application PD14-03. Beth Tiggelaar seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, Martin, Tiggelaar and Mason Nays: None 121614 2 PLANNING & ZONING COMMISSION JANUARY 20, 2015 ITEM 8. HISTORIC LANDMARK SUBDISTRICT HL14-07 — 705 EAST TEXAS STREET Next for the Commission to consider and make recommendation to City Council was historic landmark subdistrict application HL14-07 submitted by Neal Cooper for property located at 705 East Texas Street and platted as Lot 9, Block 105, College Heights requesting designation as a historic landmark subdistrict. In the Commission's regular session, Herb Fry moved to approve historic landmark subdistrict application HL14-07. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, Martin, Tiggelaar and Mason Nays: None ITEM 9. HISTORIC LANDMARK SUBDISTRICT HL14-08 — 622 ESTILL STREET Next for the Commission to consider and make recommendation to City Council was historic landmark subdistrict application HL14-08 submitted by Copper Street Homes for property located at 622 Estill Street and platted as Lot 5, Block 103, College Heights requesting designation as a historic landmark subdistrict. In the Commission's regular session, Herb Fry moved to approve historic landmark subdistrict application HL14-08. Monica Hotelling seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, Martin, Tiggelaar and Mason Nays: None ITEM 10. AM14-06 - ZONING ORDINANCE AMENDMENTS TO SECTION 23A "GV" GRAPEVINE VINTAGE DISTRICT AND SECTION 42 SUPPLEMENTARY DISTRICT REGULATIONS Next for the Commission to consider and make recommendation to City Council was amendments to Section 23A, "GV" Grapevine Vintage District and Section 42, Supplementary District Regulations. Section 23A, "V" Grapevine Vintage District.- Several istrict: Several workshops were held in 2014 addressing the Grapevine Vintage District with the end result being major modifications to the district regulations that were approved at the August 19, 2014 meeting. During the public hearing, it was suggested that further work may be necessary on the district. At an October 21, 2014 Commission workshop, Section 23A, "GV" Grapevine Vintage District was again discussed with specific attention focused on uses allowed within the district. The Commission recommended adding breweries and distilleries to the list of conditional uses within the district. 121614 3 PLANNING & ZONING COMMISSION JANUARY 20, 2015 During 2014 the Commission and Council approved several amendments to Section 42, Supplementary District regulations resulting from changes the Texas State Legislature made during their last legislative session to the Texas Alcohol Beverage Code. During an October 21, 2014 workshop, the Commission recommended adding distilleries through the conditional use process which will be exempt from the restaurant/food sales requirement to Section 42 along with a definition of a distillery. In the Commission's regular session, Monica Hotelling to approve AM14-06. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Wilson, Hotelling, Martin, Tiggelaar and Mason Nays: None ITEM 11. CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the December 20, 2014, Planning and Zoning Meeting. Herb Fry moved to approve the Planning and Zoning Commission minutes of December 20, 2014 Planning and Zoning Meeting.
