The proposed outdoor wine tasting area is the unique element which may generate additional parking demand. The applicant proposes using available parking in the area to meet additional parking demand. On March 28, 2007 the Grapevine Historic Preservation Commission approved a Certificate of Appropriateness (CA07-17) at 418 South Main Street for an outdoor dining area. The approval included: four (4) foot wrought iron fencing; brick pavers; decorative planters; outdoor lighting; outdoor seating; and a fountain as shown on the site plan. PRESENT ZONING AND USE: The property is zoned "CBD" Central Business District and is currently used as a retail shop and a soon to be remodeled wine tasting room. HISTORY OF TRACT AND SURROUNDING AREA: The subject property and surrounding areas were rezoned in the 1984 City Rezoning from "C-2" Community Business District to "CBD" Central Business District. The subject property is also located within a Historic Overlay District (1-11-92-03). At the August 16, 2005 meeting hearing conditional use request CU05-50 for a wine tasting room was approved on the subject property. At the October 17, 2006 meeting an extension of one year, to end on August 16, 2007, was granted to the wine tasting room. SURROUNDING ZONING AND EXISTING LAND USE: NORTH: "CBD" Central Business District—various retail businesses SOUTH: "CBD" Central Business District—various retail businesses EAST: "CBD" Central Business District—various retail businesses WEST: "CBD" Central Business District—various retail businesses The subject tract is located within "Zone A" zone of minimal effect as defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. Few activities will be affected by aircraft sounds in Zone A, except for sound sensitive activities such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal is an appropriate use in this noise zone. 0:\ZCU1CU07-03.4 2 April 9, 2007 (1:47PM) MASTER PLAN APPLICATION: The Master Plan designates the subject property as a Central Business District land use. Main Street Grapevine, TX 76051 January 26, 2007 City of Grapevine 200 South Main Street Grapevine, TX 76051 RE: Proposed Conditional Use 418 S. Main Street Lot 11, Block 3 Original Town of Grapevine, Texas Dear City Council Members, The proposal presented is in reference to the property known as 418 S. Main Street in the Historic Downtown District. The proposed usage for this building would be for wine storage and consumption as an extension of Farina's Winery at 420 S. Main Street. This concept provides a unique non-smoking environment where people can relax and enjoy a latte, glass of wine or participate in a wine tasting. Private wine tastings, conducted by a knowledgeable staff or the vintner's personally, will also be offered. Texas wines from around the state will be represented, especially smaller, less known vineyards. I've been a downtown merchant for more than nine years and I believe this venue would be a perfect addition to the downtown experience, being that it provides an intimate distinctive atmosphere for friends to gather.
