On the electrical bid, two of the vendors (C & M Electrical and Humphrey and
Associates) made calculation errors in their line item pricing and one vendor (Humphrey
and Associates) added a line item that was not requested in the bid. After consulting
with each vendor it was determined that the line item errors did not effect the total
pricing offered. The City Attorney determined that the total pricing offered should be
considered as the final offer.
On the bathroom remodeling bid, the lowest bid received was from Integrity Home
Repair & Construction. This bid included an addendum that changed the pricing
schedule of the bid and issued a new pricing page for the bid. Integrity failed to include
the new addendum and pricing page and therefore, the pricing page used had incorrect
pricing that could not be compared. In addition, Russell Anderson Construction is a
local Grapevine vendor and their total bid was within the 5% allowable by the State
under Local Government Code 271.9051 to award a contract to a local contractor if that
contractor's offer is within 5% of the lowest bid.
Artistic Painting Company was the only contractor to submit a bid for the paint and vinyl
and was one of the original consulting companies on the project and therefore very
familiar with the work to be completed.
Binswanger Glass Company was the only bid received on the doors and windows
project and again was one of the companies consulted in the planning stages of the
project and therefore is familiar with the project requirements.
References were checked on all recommended vendors with satisfactory results.
Based on the bids received, Staff recommends award of contracts for each project as
follows:
Bid 282-2007 Electrical. Recommend award be made to the low bid of C & M Electrical
in the total amount of $36,101.00
Bid 283-2007 Flooring. Recommend award be made to the low bid of RWA Solutions in
the total amount of $101,414.05
Bid 284-2007 Paint and Vinyl. Recommend award be made to the low bid of Artistic
Painting Company in the total amount of $42,812.00
Bid 285-2007 Doors and Windows. Recommend award be made to the low bid of
Binswanger Glass Company in the total amount of $12,885.09
Bid 286-2007 Bathroom Remodeling. Recommend award be made to the lowest bid
meeting bid specifications and requirements of Russell Anderson Construction in the
total amount of $47,743.00

The Facilities Committee has reviewed the proposed changes and staff requests
approval to award all projects recommended above in the total amount of $240,995.14.
