HomeMy WebLinkAboutItem 12 - Wastewater SCADA System UpgradesWastewater SCADA System upgrades for the Wastewater Treatment Plant Lewisville, Texas Supervisory Control and Data Acquisition Automated Computer Systems of SCADA hardware, the Water Treatment Plant and Service Center SCADA computers will be reconfigured for the lift stations. This budget was approved for purchase by the Council during this fiscal year. Staff will be replacing Motorola MOSCAD equipment that will need to interface with existing equipment. The authorized distributor for Motorola states that they will only sell to an authorized distributor for Motorola and with the capability of full service and support of the Motorola product. The distributor, Global Data Specialists, have stated that due to the knowledge and expertise of the SCADA system, Automated Computer Systems is the only vendor in the Dallas/Fort Worth area that is authorized and capable of the upgrades. In addition, the City of Lewisville, Texas currently has an established contract with Automated Computer Systems for instrumentation maintenance services under contract number 05-04-A. The contract period is through December 7, 2007 and was awarded by the Lewisville City Council on December 8, 2006. The interlocal agreement would also allow both Lewisville and Grapevine to use other established contracts. Staff recommends approval of the resolution to purchase the upgrades from Automated Computer Systems in the amount of $33,600 and to establish an interlocal agreement with the City of Lewisville to participate in established contracts. CD RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNATE TO PURCHASE SCADA SYSTEM UPGRADES AND TO ENTER INTO AN INTERLOCAL AGREEMENT WITH THE CITY OF LEWISVILLE, TEXAS AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 252.022 (7) (D) to purchase items as a sole source if such items are for captive replacement parts or components for existing equipment; and WHEREAS, that due to the knowledge and expertise required to set up and program the Motorola MOSCAD SCADA equipment, Automated Computer Systems is the only known source that is authorized by the distributor to upgrade and service the existing equipment; and WHEREAS, the City of Grapevine, Texas is in need of purchasing upgrades to the existing equipment as follows: Motorola Moscad-L remote terminal unit with radio and 1/0 Module and associated equipment, installation and engineering in the total amount of $33,600; and WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into Interlocal agreements with other qualified entities in the State of Texas; and WHEREAS, the City of Lewisville, Texas is a qualified entity as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has requested to enter into an Interlocal Agreement with the City of Lewisville, Texas and participate in contracts established by the City of Lewisville, Texas; and WHEREAS, the City of Lewisville, Texas currently has an established annual contract for SCADA system service and maintenance with Automated Computer Systems. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Manager, or his designee, is authorized to take all steps necessary to purchase the upgrades to the City SCADA system from Automated Computer Systems in a total amount not to exceed $33,600.00 and to consummate an interlocal agreement with the City of Lewisville, Texas to allow the City of Grapevine and the City of Lewisville to participate in contracts established by both Cities. Section 3. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 17th day of April, 2007. NO. 2 INTERLOCAL AGREEMENT This Interlocal Agreement ("the Agreement") is made and entered into by and between the CITY OF LEWISVILLE, TEXAS, a municipal corporation ("the CITY") and the CITY OF GRAPEVINE, TEXAS ("the CO-OP ENTITY"), each organized and existing under the laws of the State of Texas, and acting by, through and under the authority of their respective governing bodies and officials in accordance with the "Interlocal Cooperation Act," Chapter 791 of the Texas Government Code (the "Act"). WHEREAS, the CITY and the CO-OP ENTITY are both governmental entities engaged in the purchase of goods and services, which is a recognized governmental function; and WHEREAS, the CITY and the CO-OP ENTITY wish to enter into this Agreement to set forth the terms and conditions upon which they may purchase various goods and services commonly utilized by each entity; and WHEREAS, participation in this Agreement will be highly beneficial to the taxpayers of the CITY and the CO-OP ENTITY through the anticipated savings to be realized and is of mutual concern to the parties; and WHEREAS, the CITY and the CO-OP ENTITY have current funds available to satisfy any fees owed pursuant to this Agreement. NOW THEREFORE, the CITY and the CO-OP ENTITY, for and in consideration of the premises and the mutual covenants set forth in this Agreement, and pursuant to the authority granted by the governing bodies of each of the parties hereto, do hereby agree as follows: 1. The CITY and the CO-OP ENTITY may cooperate in the purchase of various goods and services commonly utilized by the parties, where available and applicable, and may purchase goods and services from vendors under present and future contracts; 2. The CITY and the CO-OP ENTITY shall each be individually responsible for payments directly to the vendor and for the vendor's compliance with all conditions of delivery and quality of the purchased items under such contracts. The CITY and the CO-OP ENTITY shall each make their respective payments from current revenues available to the paying party; 3. The Agreement shall be in full force and effect until terminated by either party; 4. Notwithstanding anything herein to the contrary, participation in this Agreement may be terminated by either party upon thirty (30) days written notice to the other parry; 5. The undersigned officer and/or agents of the party(les) hereto are duly authorized officials and possess the requisite authority to execute this Agreement on behalf of the parties; Interlocal Agreement — Page 1 6. This Agreement may be executed separately by the parties, each of which shall be deemed an original and all of which together shall constitute one and the same instrument. IN WITNESS WHEREOF, the parties hereto have executed this Agreement to be effective upon execution and dating by each party. This Agreement shall be effective from the last date signed and marked on this Agreement by a participating party.
