SUBJECT- LOS ROBLES SANITARY SEWER— CONSTRUCTION
RECOMMENDATION:
City Council consider awarding a construction contract to Bandera Utility Contractors, Inc.
in the amount of $103,825.00 forte Los Robles Phase I Sanitary Sewer Construction
project, authorizing the City Manager to execute said contract and take any necessary
action.
FUNDING SOURCE:
Wastewater Impact Fee funding is available for this project in the amount of$103,825.00.
BACKGROUND INFORMATION:
The scope of the project is the first phase of construction of a sanitary sewer line that will
serve the homes along Los Robles Drive. This phase includes approximately 390 feet of 6"
HDPE sewer line, an 80' aerial crossing over a tributary to Big Bear Creek and three
manholes, all within existing easements and street right-of-way. The majority oft sewer
line will be installed by directional boring with limited impact t o t he existing trees.
Construction oft is project qualifies as an emergency under section 5.14 and 5.15 of the
City of Grapevine Administrative Purchasing Policy, Section G and the Texas Local
Government Code, Section 252.022 (a) (2).
The existing home at 2415 Los Robles Drive was once connected to City sewer. This
house has been vacant for several years after the prior resident's death, but has recently
been purchased and occupied by the new owner. The sanitary sewer service line for this
house crossed private, undeveloped property tote west to reach the City's sanitary sewer
line.
During the construction of the home on the large lot developed at the west end of Los
Robles, the private service line was cut. This was not discovered until the new occupant
recently moved into the home at 2415 Los Robles Drive. This service in was unknown to
the current City staff until the backup occurred.

Re-establishing the service line across private property is not a desirable route for either
property owner nor is it desirable tote City as on the potential for line breakage and
sanitary sewer spills into the creek.
The 2011 Wastewater Impact Fee Study Capital Improvement Plan includes the
construction of a sanitary sewer line to serve the residents on Los Robles Drive.
The proposed improvements in this contract comprise the westernmost downstream leg of
the line designed to serve all of the houses on Los Robles and will be funded solely from
i m pact fees.
We currently have installed a new manhole at the end of Los Robles to serve as the
connection point for the service line from 2415 Los Robles. The manhole also serves, in
the short term, as a collection tank for the subject house. Since the manhole is not
connected to a City line, utilities crews have to pump this manhole out up t o t wice a week
to avoid overflows.
The construction of this as oft e sanitary sewer line will connect the new manhole to
the City's existing sanitary sewer system to the west. As future homeowners on Los
Robles request sanitary service from the City, we will extend the line from this manhole to
the east toward SH121. Each owner will pay the current WW Impact Fee fort is service.
Staff obtained a total of three comparative prices for construction of this project. The
prices are as follows:

Wright Construction Company $122,672.78
Ark Contracting Services $197,035.00
The lowest priced contractor, an era Utility Contractors, Inc., has been identified as an
acceptable choice for this type of project.
Staff recommends approval.
