HomeMy WebLinkAboutItem 15 - Lift Stations CC ITEM #15 MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JUNE4, 2 SUBJECT: APPROVAL FOR THE AWARD OF RFB 407-2013 FOR TWO EMERGENCY STAND-BY GENERATORS AND TRANSFER SWITCHES FOR THE LAKEVIEW AND KIMBALL LIFT STATIONS RECOMMENDATION: City Council to consider approval oft award of RFB 407-2013 for two emergency stand-by generators and transfer switches for the Lakeview and Kimball Lift Stations with Facility Solutions Group, Inc. FUNDING SOURCE: Funds are available in account 200-48860-531-1 (Wastewater Collection Machinery and Equipment Fund) fora amount not to exceed $97,000.00. BACKGROUND, Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort Worth Star Telegram on April 11 and 18, 2013. The bid was opened publicly on May 13, 2013 at 2:00 p.m. Five vendors submitted bids. (See attached bid tabulation). This purchase is for a turnkey project for the installation of two new emergency stand-by generators and transfer switches for the Lakeview and Kimball Lift Stations. The City sanitary sewer system has 31 lift stations that pump sanitary sewage from low elevations of the City toward the wastewater plant or tot TRA collection point. These lift stations have experienced several power outages. When a power outage occurs, the lift station fills up and is in danger of overflowing, causing a sanitary sewer overflow. Overflows can result in fines and enforcement action by the Texas Commission on Environmental Quality (TCEQ). The City's current method of keeping the lift stations operating during a power outage is to use two bypass pumps and a portable generator. These units are rotated between the stations until power is restored. The new generators will be equipped with automatic transfer switches which will automatically turn on the generator when a power outage is experienced. Due to budgetary limitations, it is recommended that the purchase of the new emergency stand-by generators and transfer switches only be approved. The City will build the concrete pads using existing contracts at a lower cost than any of the bids received. to recommends approval.
