SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
LIGHTING FOR THE GOLF COURSE DRIVING RANGE
RECOMMENDATION.:
City Council to consider approval of a Resolution for that rn y purchase and installation of
lighting for the golf course driving range from Techline Sports Lighting through an Interlocal
Participation Agreement with The Local Government Purchasing Cooperative (Buyboard).
FUNDINQ SOURCE:
Funding fort is purchase is currently available in account 210-48850-341-3 from account
number 210-28900-000-0 fort e amount not to exceed $129,000.00.
BACKGROUND INFORMATION:
This purchase will be made in accordance with an existing Interlocal Participation
Agreement with The Local Government Purchasing Cooperative(Buyboard)as allowed by
Texas Local Government Code, Section 271.102, Cooperative Purchasing Program.
Bids were taken by the cooperative and a contract was awarded to Techline Sports Lighting.
Administrative Services staff and Purchasing reviewed the contract for specification
compliance and pricing and determined that the contract would provide the best product
and pricing for meeting the needs of the City. The Cooperative Purchasing Agreement
satisfies all bidding requirements under the Texas Local Government Code.
The system is a six pole high efficiency system that will be computerized and allow for
reduced operating costs. Estimated energy costs are $7.00 per hour. Conservatively, we
estimate that the City will recover the capital costs within a two and a half year payback
period.
This lighting system will allow for extended use oft golf course driving range. This
proposal has been previously reviewed by it Council at a it Council or session and
the of Advisory Board has reviewed the lighting proposal and has recommended
approval.
Staff recommends approval.

OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
LIGHTING FOR THE GOLF COURSE DRIVING
THROUGH ESTABLISHED INTERLOCAL
PARTICIPATION AGREET AND PROVIDING
EFFECTIVE AT
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271,1
to enter into a cooperative purchasing program with ether qualified entities in the State of
Texas; and
WHEREAS, The Local Government Purchasing Cooperative { uybo r is a
qualified purchasing cooperative program as authorized by ection 271,102 of the Texas
Local Government Code; and
WHEREAS, the City of Grapevine, Texas has established an Interlocal Participation
Agreement with The Local Government Purchasing Cooperative uyboar )and wishes to
rise established contracts meeting all State of Texas bidding requirements; and
WHEREAS, The Local Government Purchasing Cooperative ( u oar ) has
established a contract with Techline Sports Lighting, contract#346-10, Parks, Recreation
Field Lighting ro ucts & Installation; and
WHEREAS, the City of Grapevine Administrative Services Department has a need
to add lighting to the Golf Course driving range.

Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety,
Section 2. That the City Council of the City of Grapevine authorizes the turnkey
purchase and installation of lighting forth°Golf Course driving range from Techline Sports
Lighting through an Interlocal Participation Agreement ith The Local Government
Purchasing Cooperative ( u boar for an amount not to exceed $129,000,00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said products and services.
