CITY COUNCIL CHAMBERS SECOND FLOOR 200 SOUTH MAIN STREET CALL TO ORDER NEW BUSINESS 1. Consider an ordinance adopting the Fiscal Year 2012-2013 budget and take any necessary action. 2. Consider an ordinance adopting the tax rate for Fiscal Year 2012-2013 and take any necessary action. Pursuant to the Texas Open Meetings Act, Texas Government Code, Chapter 551.001 et seq, one or more of the above items may be considered in Executive Session closed to the public. Any decision held on such matter will be taken or conducted in open session following the conclusion of the executive session. Tate Mayor C. Shane Wilbanks Mayor Pro Tem Sharron Spencer Council Member Roy Stewart Council Member Mike Lease Council Member Chris Coy Council Member constituting a quorum, with Council Member Darlene Freed absent, with the following members of the City Staff: Bruno Rumbelow City Manager Jennifer Hibbs Assistant City Manager Jodi C. Brown City Secretary John McGrane Administrative Services Director CALL TO ORDER Mayor Tate called the meeting to order at 5:37 p.m. ITEM 1. ORDINANCE, ADOPT FISCAL YEAR 2012-2013 BUDGET Administrative Services Director John McGrane stated the Fiscal Year 2012-2013 Budget remains the same as was presented in the September 4th public hearing. The proposed budget for Fiscal Year 2012-2013 (FY2013) responds to the Council's priorities and represents a continuing commitment to prudent fiscal management while providing essential services to the community. The proposed tax rate for FY2013 is reduced to $0.345695 per$100.00 valuation and the "pay as you go" policy will remain in effect. The proposed budget maintains a 20% fund balance. He noted that the proposed budget does include 8 1/2 new positions in various funds for FY2013. The budget contains fund expenditures in the following amounts: General Fund $56,639,937 Municipal Court Technology Fund 39,910 Convention & Visitors Bureau Fund 20,620,973 Stormwater Drainage Fund 2,863,088 Crime Control & Prevention District Fund 13,223,004 Lake Parks Special Revenue Fund 1,753,462 09/11/12 4B Economic Development Fund 8,327,728 Debt Service Fund 10,733,150 Utility Enterprise Fund 22,622,991 Lake Enterprise (Golf) Fund 3,446,099 General Permanent Capital Maintenance Fund 1,251,000 Permanent Street Maintenance Fund 1,558,000 Community Quality of Life Capital Project Fund 5,756,750 Convention & Visitors Bureau Capital Projects Fund 660,000 Capital Equipment Acquisitions 5,191,190 Council Member Spencer, seconded by Council Member Lease, offered a motion to adopt the ordinance approving Fiscal Year 2012-2013 budget as presented. The motion prevailed by the following vote: Ayes: Tate, Wilbanks, Spencer, Stewart, Lease & Coy Nays: None Absent: Freed ORDINANCE NO. 2012-42 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, ADOPTING THE BUDGET FOR THE CITY OF GRAPEVINE, TEXAS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2012 AND ENDING SEPTEMBER 30, 2013; PROVIDING FOR INTRA- AND INTERDEPARTMENTAL FUND TRANSFERS; PROVIDING FOR INVESTMENT OF CERTAIN FUNDS; DECLARING AN EMERGENCY; AND PROVIDING AN EFFECTIVE DATE ITEM 2. ORDINANCE, ADOPT AD VALOREM TAX RATE City Manager Bruno Rumbelow recommended approval of an ordinance setting the Fiscal Year 2012-2013 ad valorem tax rate at $0.345695 per $100.00 valuation apportioned as follows: General Fund, a tax rate of$0.135674 per$100 value and Debt Service, a tax rate of$0.210021 per $100 value. Mayor Pro Tern Wilbanks, seconded by Council Member Stewart, offered a motion to adopt the ordinance as recommended setting the ad valorem tax rate at $0.345695 per $100.00 valuation. The motion prevailed by the following vote: Ayes: Tate, Wilbanks, Spencer, Stewart, Lease & Coy Nays: None Absent: Freed ORDINANCE NO. 2012-43 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, SETTING THE ANNUAL TAX RATE FOR TAX YEAR 2012 LEVYING TAXES FOR THE TAX YEAR 2 09/11/12 2012 TO BE ASSESSED ON ALL TAXABLE PROPERTY WITHIN THE LIMITS OF THE CITY OF GRAPEVINE,TEXAS; PROVIDING PENALTIES AND INTEREST FOR THE DELINQUENT TAXES; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE ADJOURNMENT Council Member Coy, seconded by Council Member Spencer, offered a motion to adjourn the meeting at 5:39 p.m. The motion prevailed by the following vote: Ayes: Tate, Wilbanks, Spencer, Stewart, Lease & Coy Nays: None Absent: Freed PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 2nd day of October, 2012.
