HomeMy WebLinkAboutItem 05 - Library and Community Activies Center EntryMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER V_ MEETING DATE: JUNE 18, 2013 SUBJECT: ENGINEERING SERVICES CONTRACT — VINE STREET AT MUNICIPAL WAY /ROUNDABOUT AND ENTRY TO LIBRARY /CAC COMPLEX 11 role] 81&100I�L r[�7 City Council consider awarding an engineering services contract to Pacheco Koch Engineers in an amount of $75,300.00 plus 10% contingencies for the design of the revised entry to the CAC /Library Complex from Vine Street, authorize staff to execute said contract and take any necessary actions. FUNDING: Funds are available from the Quality of Life Unencumbered Fund Balance. Revisions to access routes to the Library and future CAC parking on the east side of the complex are needed to complement the planned expansion and reconfiguration of the CAC. The expansion of the CAC footprint eliminates the existing parking along the west side of the CAC and eliminates the existing parking between the CAC and Library. This parking is being replaced as part of the CAC site work with a new parking lot on the east side of the CAC to serve the new entrance. The footprint also eliminates one of the two access routes from Municipal Way to the large parking lot serving the entrance to the Library from the east side as well as the planned principal parking lot for the CAC. To offset this loss of access to the complex parking and to enhance the overall entrance route and appearance, Staff has developed a plan to: • install a roundabout at the intersection of Vine Street and Municipal Way as the main entry feature to the City Complex, (Area A) • extend the drive east from that intersection between the Library and the Convention Center to access the parking lots east of the Library and the Convention Center, (Area B) • modify the existing parking lot on the west side of the Library to serve as an employee parking lot with access to an employee entrance to the building, (Area C) • enhance the landscaping along Municipal Way to upgrade the look of the west side of the Library, (Area C) and June 12, 2013 (2:08PM) provide landscaping in the roundabout and along the drive between the Library and the Convention Center, (Areas A & B) Pacheco Koch is the Civil Engineering sub - consultant to BRS for the CAC expansion project site and civil work. The proposed entry work will tie to the CAC site work and having one firm preparing both designs will provide a seamless connection between the two as well as be more cost effective. Staff recommends approval.
