HomeMy WebLinkAboutItem 09 - CU06-45 International Airport CentersConditional Use Permit Application CU06-45 Daniel Johnson International Airport Centers ordinance since the applicant must appear before the Building Board of Appeals at their November 13, 2006 meeting to consider the applicant's request to allow an eight -foot vinyl coated chain link fence in the established front yard area for site security. If approved by the Board, the request will return for a second reading at Council's November 21, 2006 meeting. V The property is currently zoned "Ll" Light Industrial District and is vacant. The Stone property was not zoned when it was a part of unincorporated Tarrant County. When the property was annexed into the City on July 20, 1993, it was automatically zoned "R-20" Single Family. The Stone property since its annexation has remained zoned "R-20" Single Family and has remained undeveloped. Located to the south, the original Pavestone property and other surrounding areas were rezoned in the 1984 City Rezoning from "R-1" Single Family District to "PID" Planned Industrial Development. Z95-15 (Ord. 95-94) rezoned 7.975 acres from "R-20" Single Family District to "PID" Planned Industrial Development District. CU95-30 (Ord. 95-95) was approved to allow outside storage in conjunction with a manufacturing establishment. The only development to occur in the area is the existing Pavestone development. Council approved a revision to the Pavestone site plan at their November 18, 1997 joint public hearing (CU97-57; Ord. 97-124) specifically allowing a reduction in overall square footage of the future production facilities from 72,000 square feet to 55,403 square feet and allowed the addition of a new mixer housed within a forty-two (42) foot high penthouse. The property to the west, formerly a portion of the A.C. Stone tract was rezoned to the "Ll", Light Industrial District in November, 1996 (Case No. Z96-22, Ord. No. 96-91). The site was subsequently developed as the Westport Business Park. The property to the east was rezoned from "R-1" Single Family District to "PID" Planned Industrial Development District during the 1984 City Rezoning. Zone Change Z98-19, approved in August, 1998, rezoned the a portion of the A.C. Stone Tract from the "R-20", Single Family District to the "Ll", Light Industrial District for the development of Frank Parra Dodge. The property to the north was rezoned from 1-1" Light Industrial District to "PID" Planned Industrial Development District during the 1984 City Rezoning. Zone Change Z86-15 rezoned the property from "PID" Planned Industrial Development District to "CC" Community Commercial District. At the January 18, 2000 meeting the subject tract and surround area comprising some 90 acres from "R-20" Single Family District and "Ll" Light Industrial District to "CC" Community Commercial District, "BP" Business Park District, and "CC" Community Commercial District for future development. 0:/ZCU/CU06-45.4 2 October 9, 2006 (3:28PM) NORTH: "CC" Community Commercial District—vacant property and Dallas/Fort Worth International Airport SOUTH: "Ll" Light Industrial District—vacant EAST: Dallas/Fort Worth International Airport WEST: "CC" Community Commercial District—Classic Hummer dealership The subject tract is located within "Zone B" Middle Zone of Effect as defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. In "Zone B" the following uses may be considered only if sound treatment is included in building design: multifamily apartments, motels, office buildings, movie theaters, restaurants, and personal and business services. Single family residential and sound sensitive uses such as schools and churches should avoid this zone. The applicant's proposal is an appropriate use in this noise zone. The Master Plan designates the subject property as an Industrial/Commercial land use. The applicant's request is in compliance with the Master Plan. The Thoroughfare Plan designates Stone Myers Parkway as a Type E Collector with a minimum 75 -foot right-of-way developed as four lanes. 0: WWW06-45.4 3 October 9, 2006 (3:28PM) 2300 Z4 O LET 2301 40 12 MIJBIB / ,+x SiM1JD / M,JBIA M 12 / Qg -cCAly7 `4 cc W AZ • _ _ .... r IR GRAPEVINE T rr t County . . :. .. .: .... .. _ t 2531 MIE .
