Utilizing these water and wastewater demands, the City's water and wastewater master plans, and additional staff input, Freese & Nichols developed theCapital Improvements Plan for the planning period of 2006 to 2016, build -out. The report provided an assessment of the City's water and wastewater systems as follows: Projects to be constructed between 2006 and 2016. The total cost for water improvements that can be included in the development of the Water Impact Fee is $17,395,879. The total cost for wastewater improvements that can be included in the development of the Wastewater Impact Fee is $8,864,650. The recommend Water Impact Fee for a Single -Family Living Unit Equivalent (SFLUE) is $1,910. This represents an increase in the fee of $214 or approximately 12.6%. The recommend Wastewater Impact Fee for a Single -Family Living Unit Equivalent (SFLUE) is $927. This represents a decrease in the fee of $155 or approximately 14.3%. The combined fee for a SFLUE is $2,837 that represents a 2.1% increase over the current fee. The consensus of the Impact Fee Advisory Committee was that the Water and Wastewater Impact Fees are reasonable, representative of anticipated growth in the City and should be adopted by the City Council. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, ESTABLISHING DECEMBER 5, 2006, AS THE HEARING DATE TO CONSIDER AMENDMENTS TO THE WATER AND WASTEWATER IMPACT FEES; PROVIDING FOR PUBLIC NOTICE OF THE HEARING IN ACCORDANCE WITH STATE LAW AND PROVIDING AN EFFECTIVE DATE WHEREAS, Texas Local Government Code, Chapter 395, Sections 395.001 - 395.080, provides a procedure for enabling municipalities to enact impact fees; and WHEREAS, the City Council of the City of Grapevine, Texas (the "City") has heretofore appointed an advisory committee in accordance with Section 395.058 of the Texas Local Government Code, Chapter 395; and WHEREAS, the City intends to amend water and wastewater impact fees and hereby desires to establish a public hearing date to consider the amendments to the Water and Wastewater Impact Fees that may be imposed within the designated service area as reflected in the Land Use Assumptions Planning Areas Map. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the matters in the preamble of this resolution are true and correct and are hereby incorporated into the body of this resolution as if fully set forth herein. Section 2. That a public hearing date to consider amendments to the Water and Wastewater Impact Fees within the designated service area as reflected in the Land Use Assumptions Planning Areas Map shall be held on December 5, 2006 at 7:30 p.m. in the Council Chambers, City Hall, 200 South Main Street, Grapevine, Texas. Section 3. That the City Secretary, or her designated representative, shall provide public notice of the hearing in accordance with Section 395.044 of the Texas Local Government Code, Chapter 395. Section 4. That in accordance with Section 395.043 of the Texas Local Government Code, Chapter 395, or before the date of the publication of the notice, the Department of Public Works shall make available to the public during normal business hours the City's Proposed Amended Water and Wastewater Impact Fees. Section 5. That this resolution shall take effect from and after the date of its passage.
