HomeMy WebLinkAboutItem 11 - Rules of Procedure MEMO TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: BRUNO RUMBELOW, CITY MANAGER ' °"" SCOTT WILLIAMS, DEVELOPMENT SERVICES DIRECTOR MEETING DATE: JULY 17, 2012 SUBJECT: RULES OF PROCEDURE - RECONSIDERATION OF AGENDA ITEMS RECOMMENDATION: Council to discuss rules and procedures relative to reconsideration of agenda items, and take any necessary action. BACKGROUND INFORMATION: At the June 5, 2012 City Council meeting, the Mayor and Council discussed the process of reconsideration of agenda items, and asked that staff bring the item to a future workshop for discussion. Staff has consulted the City Attorney, Matthew Boyle, who said that rules and procedures may be adopted requiring that more than one dissenting City Council Member must be required for reconsideration of an item that has been denied. At the June 19, 2012 meeting, Council discussed the issue, and asked that rules of procedure be drafted, requiring at least two Council Members to request reconsideration in order for an item to be brought back. RAAGENDA 12012107-17-121AM12-03.4.doc 7/12/2012 1:33:45 PM RULES OF PROCEDURE OF THE CITY OF GRAPEVINE CITY COUNCIL As Adopted , 2012 ARTICLE I. GENERAL PROVISIONS. These rules are supplementary to the Charter, Code of Ordinances, and State Law. ARTICLE II. RECONSIDERATION PROCEDURE. Section 1. The Council may reconsider a vote during the same meeting on motion by any member of the Council. This motion requires a second, is debatable, and requires a majority vote of the members present for passage. If that vote is affirmative, a second vote is held on the issue to be reconsidered. Section 2. Any two (2) members of the Council can request that a prior agenda item considered at the most recent City Council meeting be submitted for reconsideration by the City Council upon providing a written request (including email) to the City Secretary attributed to at least two (2) Council persons. The issue of reconsideration will be posted as an agenda item, is debatable, and requires a majority vote of the members present for passage. If that vote is affirmative, a second vote shall be held on the issue to be reconsidered. ARTICLE ill. AMENDMENT OF RULES. Section 1 These rules may be amended by a resolution adopted by an affirmative majority vote of the members of the City Council. Section 2: The proposed amendment may be presented in writing at a regular or special meeting at which the vote is taken.
