HomeMy WebLinkAboutItem 12 - Cardiac Monitors / Defibrillators MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JULY 17, 2012 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF CARDIAC MONITORS/DEFIBRILLATORS FOR THE GRAPEVINE FIRE DEPARTMENT FROM A SOLE SOURCE VENDOR WITH GRANT FUNDING MANAGED BY THE CITY OF GRAPEVINE EMERGENCY MANAGEMENT DIVISION. RECOMMENDATION: City Council to consider approval of a resolution for -the purchase of 11 LIFEPAK 15 cardiac monitors/defibrillators and associated accessories, training and maintenance for the Grapevine Fire Department from Physio-Control, Inc. with grant funding managed by the Grapevine Emergency Management Division and consider them a sole source vendor. FUNDING SOURCE: Funding for the purchase of this equipment is available in accounts 113-48860-210-07 and 113-43465-210-07. The funding was received in the form of a 2011 Assistance to Firefighters Grant specifically for the purchase of these items. The project amount is $451,947.75. The grant requires matching funds of 10% which are available in the above referenced grant accounts. Matching funds were provided through a fund transfer from the fire department capital fund account into the indicated grant accounts. BACKGROUND: This procurement will be made as a sole source in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.022 (A) (7) (A). The fire department requested and was awarded a grant from the Assistance to Firefighters Grant Program 2011 for the purchase of 11 cardiac monitors/defibrillators, accessories, training and maintenance to replace the current inventory of cardiac monitors/defibrillators which are considered past their useful service life. The LIFEPAK 15 cardiac monitors/defibrillators were selected for purchase as they are the only defibrillators on the market that meet our medical director's protocol of delivering 360 joules of energy to cardiovert or defibrillate patients requiring therapeutic sources of energy. Staff recommends approval. CUBS RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO DECLARE PHYSIO-CONTROL, INC. A SOLE SOURCE VENDOR FOR PURCHASING CARDIAC MONITORSIDEFIBRILLATORS, ACCESSORIES, TRAINING AND MAINTENANCE FOR THE GRAPEVINE FIRE DEPARTMENT WITH GRANT FUNDING MANAGED BY THE CITY OF GRAPEVINE EMERGENCY MANAGEMENT DIVISION AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas, is a local government in the State of Texas and as such is empowered by the Texas Local Government Code Chapter 252, Subchapter B, Section 252.022 (a) (7) (A) to consider items available from only one source as an exception to the bidding requirements of the State of Texas; and WHEREAS, Physio-Control, Inc. is the sole source provider in our marketplace for LIFEPAK devices and services; and WHEREAS, the City of Grapevine Emergency Management Division has the need to replace the current inventory of cardiac monitors/defibrillators for the Fire Department with Assistance to Firefighters Grant Program 2011 funding. NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Manager, or his designee, is authorized to take all steps necessary to purchase LIFEPAK cardiac monitors/defibrillators,accessories,training and maintenance from Physio-Control, Inc., as a sole source provider, with grant funding for the total amount of$451,947.75. Section 3. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 17th day of July, 2012.
