HomeMy WebLinkAbout2021-11-17 Regular MeetingHPC11/17/21 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Historic Preservation Commission for the City of Grapevine, Texas met in Public Hearing on Wednesday, November 17, 2021 at 6:00 p.m. in the Grapevine City Hall, 2nd Floor Council Chambers, 200 South Main Street, Grapevine, Texas with the following members present to wit: Sean Shope Chairman Ashley Anderson Commissioner Eric Gilliland Commissioner Jim Niewald Commissioner Margaret Telford Commissioner Chuck Voelker Commissioner Paula Wilbanks Commissioner Paul Slechta City Council Liaison The above commissioners constituted a quorum with Commissioner(s) Alternate Temple absent. With the following city staff present: Paul W. McCallum Executive Director, Grapevine Convention & Visitors Bureau Matthew Boyle City of Grapevine Attorney David Klempin Historic Preservation Officer (HPO) Lisa Doss Historic Preservation Secretary WELCOME Chairman Shope thanked and welcomed everyone for being present. He then called on Historic Preservation Officer David Klempin to recognize a key person. Mr. Klempin replied he would like to say a few words about Mary Bush who was our Historic Preservation Secretary for over eleven years. Since our last meeting on Sept 22nd 2021; our long serving HPS Mary retired from the City of Grapevine; she served the City for seventeen years, eleven of which was for the historic preservation department. At Mary's request, her retirement was handled in a rather lowkey manner. Several tokens of appreciation were prepared for her including a special card that was signed by the Chairman of both the Historical Preservation Commission and the Grapevine Heritage Foundation; a certificate recognizing she had attended all meetings and prepared more than 100 sets of minutes while witnessing many consultations. She offered warmth to the applicants showing care and respect for all citizens and handled formalities in a beautiful way contributing to the success of the entire Grapevine Historic Preservation program. A bouquet of flowers was also given to her by her friends at the CVB, I know NOV 17, 2021 HPC\Minutes\2021 1 HPC11/17/21 you all appreciated her and will miss her. Tonight again, I am happy to welcome and introduce Lisa Doss who will serve as our Historic Preservation Secretary. Chairman Shope said thank you Mary for serving with honor and distinction for the last 11 years, we are going to miss you and thank you for your service here to the citizens and this Commission. CALL TO ORDER Chairman Shope called the meeting to order at 6 p.m. CITIZEN COMMENTS Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. WORK SESSION Approved Certificates of Appropriateness as follows: #CA21-55 for property located at 340 South Main Street; #CA21-57 for property located at 314 East College Street; #CA21-58 for property located at 848 East Texas Street; #CA21-59 for property located at 129 South Main Street, Suite #235; #CA21-60 for property located at 129 South Main Street, Suite #100; #CA21-61 for property located at 326 East Texas Street; #CA21-62 for property located at 629 West College Street; #CA21-63 for property located at 616 East Wall Street; #CA21-64 for property located at 816 South Main Street. PUBLIC HEARING A. Commission to conduct a public hearing relative to an application for a Certificate of Appropriateness #CA21-68 for property located at 200 South Main Street, Block 1, Lot 1A, City of Grapevine and take any necessary action. Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA21-68 was submitted on October 1, 2021 by the applicant, Bryan Beck, Director of Grapevine Public Works to remove the existing NOV 17, 2021 HPC\Minutes\2021 2 HPC11/17/21 25- year -old double -hung double -pane Marvin metal -clad wood windows and frames and to replace them with new Marvin single -hung double pane metal -clad wood window units of the same design, color and appearance, matching the original units. The purpose of the window replacement would be to increase energy efficiency for City Hall and reduce the effort and cost currently spent to maintain the existing windows. Historic Preservation Staff was recently made aware of a long, ongoing issue of maintenance of the wood windows at City Hall. The ninety-one (91) original wood windows are tall, six feet -six inches in height, and in three different size widths. They are Marvin double -hung double -pane metal -clad wood windows with pressure loaded vinyl slides which over time have loosened. Because of this, the upper window sash tend to slide down when the lower sash is unlocked or opened. Do to the 6'-6" height of the windows, it becomes difficult for room occupants to push the upper sash back up and close and lock the windows. Over the past 25 years many of the windows were being left unlocked and unclosed by a 1/8 to 1 / 4 inch, thereby creating a gap that allowed in moisture, condensation and mildew on the wood window inside surfaces. This also deteriorated the vinyl closure strip at the top and bottoms of the windows leading to warping of the window sash. See photos. Many of the upper and lower sash units have been replaced by City maintenance staff where there was peeling paint, dry rot and warping. This however has been a costly approach to maintaining the integrity of the windows. City Public Works Staff obtained a proposal to replace the windows with units from the same manufacturer with matching material, dimensions and appearance but with an increase in overall energy efficiency. The higher efficiency is due to the double pane glass being argon gas filled, giving a higher UV rating. City Hall was designed by the Architectural firm of Architexas and the design, profile, color and appearance of the windows are appropriate to the period of significance of the Main Street Commercial Historic District. Staff review of the Certificate of Appropriateness relative to the Secretary of Interior Standards for Rehabilitation of Historic Structures Ten Criteria (attached) require that existing windows be replaced in -kind, with matching material, design, style, color and appearance. Use of the single -hung configuration rather than double -hung would prevent the same conditions from reoccurring. Historic Preservation staff obtained information on two additional window manufacturers that offer windows meeting the Secretary of Interior Criteria. These are the Pella Reserve Traditional Clad/Wood and the Anderson E Series Model TCLDH. To remediate the window conditions the applicant proposes the following plan to comply with the Secretary of Interior Standards: 1. Remove the existing double -hung Marvin metal -clad wood windows and frames; 2. Replace the existing wood windows with new NOV 17, 2021 HPC\Minutes\2021 3 HPC11/17/21 Marvin single -hung double -pane metal clad wood window units of design, profile, color and appearance to match the original metal -clad wood window units. RECOMMENDATION: Staff recommends the Historic Preservation Commission approve Certificate of Appropriateness #CA21-68 for the property located at 200 South Main Street, legally described as Block 1, Lot 1A, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: 1. Remove the existing double -hung double -pane Marvin metal -clad wood windows and frames; 2. Replace the windows with new single -hung double -pane metal -clad wood window units of the design, profile, color and appearance to match the original metal -clad wood window units; as per the attached photos with the condition a permit be obtained from the Building Department. Chairman Shope called on the applicant Bryan Beck to make comments. Mr. Beck thanked the commission for their consideration and stated this project has been looked at for several years and vetted through the facilities committee; We have had trouble maintaining the windows and as was stated in the presentation, we intend to put them back just exactly the way they are. With that, I would be happy to answer any questions. Chairman Shope calls for any questions for Mr. Beck; there were none. Margaret Telford made the motion to close the Public Hearing for #CA21-68; Ashley Anderson seconded the motion prevailing in a vote of: Ayes: 7 (Shope, Anderson, Gilliland, Niewald, Telford, Voelker and Wilbanks) Nays: 0 (None) Absent: 1 (Temple) Chairman Shope called for any other questions; there were none.
