DATE: JANUARY 4, 2011 SUBJECT: APPROVAL TO RENEW AN ANNUAL CONTRACT FOR PIPE AND PIPE FITTINGS AND ACCESSORIES RECOMMENDATION: City Council to consider renewal of an annual contract to HD Supply, Mainline Supply, and: Municipal. Waterworks for the purchase of pipe, pipe fittings and accessories on an as- needed basis by the General Warehouse. FUNDING SOURCE: Funds are available in account 100 -14111 General Fund/Warehouse Inventory. BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort Worth Star Telegram on July 17, 2008 and July 24, 2008. Bids were issued to thirteen vendors with five vendors responding. The purpose of this bid is to establish fixed annual pricing on 301 items of PVC pipe, pipe fittings and various accessories to be ordered on an as- needed basis by the General Warehouse. In the best interest of the City, the contract was awarded to the vendor that offered the lowest price on each commodity. Municipal Waterworks was low bid on 102 items, Mainline Supply was low bid on 54 items, HD Supply was low bid on 51 items, Metro Valve and Pipe was low bid on 50 items and Ferguson Waterworks was low bid on 44 items. Ferguson Waterworks was disqualified, failing to agree to sign a contract. Council approved the initial contract at the Council meeting on September 2, 2008. The bid specifications allowed for an initial one -year contract with four one -year options to renew. If approved this would be the second renewal period. The specifications also allowed for any price adjustments due to cost increases to be considered at each renewal period. Each of the four vendors performed satisfactorily during the contract period and three of the four vendors agreed to renew the contract for an additional year December 28, 2010 (1:13PM) with a total increase in price of 5 %, due to raw materials prices. Metro Valve & Pipe was non - responsive in renewing the contract for this renewal period. Their items were re- quoted and went to the lowest quoted vendor.
