HomeMy WebLinkAboutItem 06 - Playground EquipmentMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: FEBRUARY 1, 2011 SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE PLAY- GROUND EQUIPMENT FOR CITY PARKS THROUGH A SOLE SOURCE AND AN INTERLOCAL AGREEMENT WITH THE LOCAL GOVERNMENT PURCHASING COOPERATIVE (BUYBOARD) RECOMMENDATION: City Council to consider approval of the purchase of playground equipment for various City Parks through an interlocal agreement with Local Government Purchasing Cooperative (Buyboard) and a sole source brand determined by the Parks and Recreation Department. The total cost of this purchase is not to exceed $163,069.05. FUNDING SOURCE: Funding for this expenditure are available in accounts: 174- 74015- 067 -000 (Street Maintenance /Capital Replacement/Playground Accessibility) (PCMF) BACKGROUND: This purchase will be made in accordance with an existing Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) as allowed by Texas Local Government Code, Section 271.102. COOPERATIVE PURCHASING PROGRAM. Bids were taken by the Cooperative and a contract was awarded to the vendor shown below under contract number 346 -10. The Interlocal Agreement and Cooperative Purchasing Agreement satisfy all bidding requirements under the Local Government Code. This request is to approve the purchase and installation of playground equipment for various City Parks and from the vendors listed below: January 27, 2011 (12:38PM) PARK VENDOR AMOUNT Shadow Glen Park Playwell Group $72,561.50 Glade Landing . Playwell group $58,809.83 Glade Crossing Playwell group $23,197.72 Oak Grove Soccer Playwell group $ 8,500.00 Funds have been approved in the FY 2010 -2011 budget to replace several pieces of play equipment at Shadow Glen Park, Glade Landing Park, and Glade Crossing Park. The Shadow Glen playground is 14 years old and was installed in 1996. The proposed playground will be replaced with a Play World structure similar to the new playground at Bear Creek. The proposed playground will also incorporate a 2 -5 play structure. The playground at Glade Landing is 14 years old and was installed. in 1996. The proposed playground will be replaced with a Play World structure that is similar to the new playground at Bear Creek. The proposed playground will also incorporate a 2 -5 play structure. The playground at Glade Crossing is 13 years old and was installed in 1997. The proposed playground will be replaced with a Play World structure that is similar to the new playground at C.J. Hutchins. The new installation of the fitness ( °Energi") equipment at Oak Grove Soccer is designed to engage the citizens of Grapevine in a fun, fresh air fitness regimen. The proposed fitness stations are similar to the fitness stations at Parr Park. Staff evaluated the different options available on Buyboard. Staff selected the pieces from PlayWorld for several reasons. The selected structures fit within the existing designated play areas, saving the City money so it does not have to redo the concrete border. The selected structures represent the latest design in playground structures. These designs encourage fitness /exercise for the children. The also City has similar types of equipment in the Park system manufactured by PlayWorld. Staff recommends approval of the purchase of the playground equipment through an existing Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) from Playwell Group, in a total amount not to exceed $163,069.05. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS; AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO DECLARE PLAYWELL GROUP AS A SOLE SOURCE PROVIDER AS DETERMINED BY THE PARKS AND RECREATION DEPARTMENT FOR PLAYGROUND EQUIPMENT AND INSTALLATION AND AUTHORIZATION TO PURCHASE U N DER AN I NTERLOCAL CONTRACT WITH BUYBOARD AS A ONE -TIME PURCHASE AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code; Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS ' the Local Government Purchasing Cooperative (Buyboard.corh) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has established an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) and.wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) has established a contract with Playwell Group for playground equipment; and WHEREAS, the D'epartment's specifications are such; through staff evaluation; that the Only vendor that can meet the specification is Playwell Group. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section T. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section That the City Manager, or his designee, is authorized to take all steps necessary to establish a purchase order with Playwell Group in the total amount of $163;069.05. Section 3': That this resolution shall take effect from and after the date of its passage.
