HomeMy WebLinkAboutItem 02 - Bicycle Rack Program MEMO TO: HONORABLE MAYOR AND MEMBERS OFF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER 1r7'2' MEETING DATE: AUGUST 7, 2012 SUBJECT: CONSIDER APPROVAL OF A BICYCLE RACK PROGRAM I GRAPEVINE RECOMMENDATION: The Parks & Recreation Advisory Board and staff recommend the City Council consider approval of a partnership with Baylor Regional Medical Center and Mad Duck Cyclery for a bicycle rack program for businesses in Grapevine. If approved by the City Council, the cost of the bike racks will be split between Baylor Grapevine, the City of Grapevine and the participating business. The Parks & Recreation Advisory Board and staff recommend the Council approve$7,500 for Grapevine's share of the cost of the bike racks. Please see the attached information on the proposed program. FUNDING SOURCE: Funds are available in account 100-43355-312-3 - Recreation Facilities. BACKGROUND INFORMATION: Officials from Baylor Regional Medical Center and Mad Duck Cyclery contacted staff several months ago to discuss a possible bicycle rack program for Grapevine. The purpose of the program is to encourage cycling, commuting, shopping and short trips in the city. The installation of bicycle racks will assist businesses in expanding their customer base by providing safe and convenient bicycle parking for their patrons and employees. Officials from Mad Duck Cyclery did extensive work on identifying businesses in the city that cyclists were patronizing. The bicycle rack program will be offered to all businesses in Grapevine on a first-come, first-served basis until the funding is exhausted. Baylor Grapevine has agreed to fund $7,500 this year and staff recommends the Council approve the same amount. Baylor Grapevine has also agreed to fund $7,500 for next year. Again, businesses that participate will be required to fund one third the cost of the bike racks. Mad Duck Cyclery has agreed to install the bike racks after the proposed site of the rack has been approved by the City and the business owner. The Parks& Recreation Advisory Board approved a motion at their April 19, 2012 meeting to approve the bicycle rack program. DE III i 0 13''f'. G R.A i'° Vlllll°n 111! Vlls lll" W Baylor Regional Medical Center at Grapevine and the City of Grapevine are partnering with local businesses to promote and encourage a bicycle-friendly city with the installation of bicycle racks. The cost of the bike racks will be split between Baylor Grapevine, the City of Grapevine and the participating business. Each will contribute a third of the cost. The location of the bike racks will be determined by the City of Grapevine and will be installed by Mad Duck Cyclery. Participation in the bicycle rack program is on a first-come, first-served basis as there is a limited supply. Businesses may also be able to expand their customer base by providing safe and convenient bicycle parking for their patrons and employees.
