HomeMy WebLinkAboutItem 07 - Fire UniformsITEM # _'�__� MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: FEBRUARY 1, 2011 SUBJECT: APPROVAL OF A RESOLUTION TO ESTABLISH A CONTRACT FOR FIRE UNIFORMS THROUGH AN INTERLOCAL AGREEMENT WITH AN ESTABLISHED CONTRACT WITH THE CITY OF BEDFORD. RECOMMENDATION: City Council to consider a resolution to establish a contract award to GST Public Safety, LLC for the purchase of fire fighter uniforms to be purchased on an as required basis through an established contract. Annual purchases will be limited to the amount budgeted for fire uniforms. FUNDING SOURCE: Funds in the amount of $51,000 are available in 100 - 42220 -210 -3 (General Fund /Fire Operations/Clothing Supplies). BACKGROUND: This request is to approve a contract for the purchase of fire fighter uniforms. Purchases will be made as required and in accordance with an existing interlocal agreement with the City of Bedford as allowed by Texas Local Government Code, Section 271.102. Bids were taken by the City of Bedford and a contract was awarded to GST Public Safety, LLC under bid number 10 -1008. Council approved a resolution on January 20, 1999 authorizing participation in an interlocal agreement with Bedford. The interlocal and cooperative purchasing agreement allows each city to purchase from existing contracts and satisfies all bidding requirements under the Local Government Code. Bids were taken by the City of Bedford and a contract was awarded to GST Public Safety, LLC under bid number 10 -1008 by the City of Bedford City Council on November 9, 2010 (see attached paperwork). The contract is for a 24 -month period with an additional three renewal periods of 12 months. GST Public Safety, LLC has provided this service to the City in the past with satisfactory results. January 27, 2011 (9:41 AM) Staff recommends approval of a resolution for a contract award to GST Public Safety, LLC for fire fighter uniforms in accordance with the interlocal agreement between the City of Bedford and the City of Grapevine. M January 27, 2011 (9:41AM) RESOLUTION NO. 10-129 A RESOLUTION OF THE CITY COUNCIL OF BEDFORD, TEXAS ACCEPTING AND AWARDING THE BIT TO GST PUBLIC SAFETY SUPPLY, LLC OF GRAND PRAIRIE, TEXAS, FOR THE PURCHASE OF PUBLIC SAFETY UNIFORMS AND ACCESSORIES. WHEREAS, the City Council of Bedford, Texas has determined the necessity to Purchase public safety uniforms and accessories; and, WHEREAS, the City Council of Bedford, Texas has determined that the laid be awarded to the lowest responsible bidder meeting all required specifications. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEDFORD, TEXAS: SECTION 1. That the City doe's hereby award the bid to purchase public safety uniforms and accessories to GST Public Safety Supply, LLC, of Grand Prairie, Texas. PASSED AND APPROVED this the 9th day of November 2010, at a regular meeting of the City Council of the City of Bedford, Texas, by a Grote of 6 ayes, 0 nays, and 0 abstentions. ATTEST: Z , �'. x Jim ory, Mayor O'S RESOLUTION NO. kp A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE FIRE FIGHTER UNIFORMS THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a Cooperative Purchasing Program Agreement with other qualified entities in the State of Texas; and WHEREAS, the City of Bedford, Texas is a qualified entity as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has established an Interlocal Agreement with the City of Bedford, Texas and wishes to utilize an established contract for fire fighter uniforms that has met all State of Texas bidding requirements. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes participation in the contract established by the City of Bedford, Texas. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to establish participation in the contract for fire fighter uniforms. Section 4.
