BRUNO RUMBELOW, CITY MANAGER MEETING DATE: AUGUST 7, 2012 SUBJECT: HUDGINS STREET DESIGN CONTRACT AWARD RECOMMENDATION: City Council consider approving an engineering services contract with Pacheco Koch in an amount of $140,950.00 for engineering design services on the Hudgins Street Corridor Roadway and Pedestrian Enhancement Project, authorize the City Manager to execute said contract, and take any necessary action. FUNDING SOURCE: Funding for this project is programmed as follows: Phase I Quality of Life $ 141,750 GO Bonds* $ 567,000 Phase II Future Certificates of Obligation $ 793,000 Total $1,501,750 *The Sustainable Development grant funds were reallocated/swapped with the Stone Myers Roadway Project and approved by NCTCOG and Council to streamline the construction of this project. BACKGROUND: The City submitted the Hudgins Street Corridor Roadway and Pedestrian Improvements project in the last NCTCOG call for projects. The NCTCOG submittal is comprised of the corridor segment between Ball Street and Bellaire Drive with additional pedestrian improvements from Bellaire Drive to Church Street and from Ball Street to the entrance to Nash Farm. This NCTCOG project is Phase I of the total Hudgins Street project and is fully funded by the City after the funding adjustments with the Euless Grapevine/Stone Myers 0:Iagenda12012107-17-121TCAP Contract Memo August 1,2012(9:36AM) Parkway project. However, the project still falls under the NCTCOG program and requires compliance with NCTCOG processes. Phase II extends from Bellaire Drive to Main Street with a continuation of the roadway improvements as well as the alignment adjustment at Church Street to align with Ira E. Woods Avenue. The project includes the potential for additional pedestrian amenities in the corridor. This increased level of pedestrian amenities' design cost is a separate line item that can be utilized at the direction of the City Council. NCTCOG has just recently issued a Notice to Proceed to us that allows us to begin design of this project. Staff interviewed two engineering firms with in-house surveying capabilities for this project and Pacheco Koch was the preferred firm.
